Merging villages and residential areas is a necessary policy to create momentum for development. In Tuyen Quang, this process achieved absolute consensus thanks to the spirit of listening to and promoting the people's right to self-governance, thereby opening up new development opportunities and strengthening the solid unity for all development from the grassroots level.

Unlocking potential through unity.

Prior to the reorganization, Tuyen Quang province had 3,802 villages and residential areas (3,439 villages and 363 residential areas). Of these, 564 villages and residential areas met the standards; 3,238 villages and residential areas did not. According to the plan, Tuyen Quang province plans to reorganize into 1,807 villages and residential areas (1,647 villages and 160 residential areas). This includes retaining 240 villages and residential areas that already meet the standards and will not be reorganized; retaining 68 villages and residential areas that do not meet the standards but cannot be reorganized due to specific reasons; and reorganizing 1,499 villages and residential areas from the current 3,494. To unlock resources, communes and wards will not use administrative orders to impose changes.

Local authorities understand that every mountain, stream, and village name is connected to the historical, cultural, and ancestral memories of their forefathers. Therefore, the Party committees and local governments in the communes organized a series of dialogues, listening attentively to opinions from elders, retired officials, and even individual households. When the voices of the people are respected, and the Party's will aligns with the people's aspirations, the merger plan will receive absolute consensus, becoming a solid foundation for the development of the homeland.

In Minh Quang commune, the story of merging and reorganizing villages has become a lively topic of discussion, from Party branch meetings to family meals. Instead of apprehension, strong consensus and support are the dominant trend spreading throughout the locality. People all see this as a great opportunity to accumulate resources for the future. Ms. Nguyen Hoang Man, from Noong Phuong village, excitedly shared: “According to the plan, Noong Phuong village will merge with Ban Pai village, Na Toong village, and Ban Chon village to form Minh Duc village.”

Having already established strong ties, we wholeheartedly support this initiative. The merger not only streamlines the administrative apparatus and expands development space, but its core purpose is to concentrate significant resources for strong investment in infrastructure.” According to Ms. Chau Thi Khuyen, Chairwoman of the Minh Quang Commune People's Committee: “The merger, reducing the number of villages from 38 to 16 in Minh Quang, is a strategic move aimed at consolidating resources and unlocking potential to create a better future for the locality.”

Given its unique characteristics as a mountainous commune with 99.9% ethnic minority population, primarily the Hmong (accounting for 80.74%), Son Vi is strongly implementing the merger process, reducing the number of villages from 51 to 24. This serves as a leverage to optimize administrative capacity and concentrate public investment resources to bring a more prosperous and higher-quality life to the people.

To create a solid foundation for the future, Son Vi commune has played a crucial role by proactively taking a step ahead in propaganda and mobilization efforts. Persistently adhering to the principle of "slow and steady wins the race," the commune assigned each official to closely monitor the area, visiting every household and using the local language and customs to thoroughly explain the purpose and significance of the policy.

The commune has empowered the people through dialogue meetings, thoroughly addressing all their concerns. When the people understood that the merger would provide their children with better schools and more integrated infrastructure, their consensus translated into action. The clearest evidence of this spirit for a shared future is the story of Mr. Sung Mi So, Head of Xin Chai Xin Cai village.

After 26 years of dedicated service as village head, he voluntarily stepped down to make way for the younger generation. Mr. So shared: “As a Party member, I fully support the merger policy to streamline operations and concentrate resources for development. I am stepping back to allow the enthusiastic younger generation to take over and lead the new village. I will still stand behind the scenes, working with the government to promote and encourage the people to maintain unity and work together to build our homeland.” Merging villages and residential areas will contribute to improving governance capacity and strengthening unity. This is a solid foundation for building a modern, streamlined government that is truly close to the people.
