On the afternoon of June 8th, the National Assembly discussed in the plenary session the draft Resolution on piloting some specific mechanisms and policies for the development of Ho Chi Minh City.
According to the previously announced draft resolution, this resolution stipulates 44 groups of special mechanisms for Ho Chi Minh City, including 27 new policies, focusing on three main objectives: unlocking resources; promoting decentralization and delegation of authority; and streamlining procedures…
After discussion, the majority of delegates agreed that this Resolution needed to be passed to help Ho Chi Minh City achieve breakthrough development and truly become the economic engine of the entire country.
Delegate Duong Khac Mai ( Dak Nong delegation) emphasized that Ho Chi Minh City is a special-class urban area; therefore, the mechanism for Ho Chi Minh City must not only be unique but also exceptional, not only superior but also pioneering, paving the way and assuming a leading role for the whole country.
"That mechanism must be sufficient to enable Ho Chi Minh City to become a center for practice and experimentation in solving practical problems that are not yet clear enough, or are clear but not yet mature enough," Representative Mai emphasized.

Analyzing some mechanisms in the draft resolution, Mr. Duong Khac Mai agreed with Ho Chi Minh City's pilot implementation of BOT projects for upgrading, expanding, and modernizing existing road infrastructure. Representative Nguyen Phuong Thuy (Hanoi delegation) expressed strong agreement on the need for a new Resolution to replace Resolution 54 for Ho Chi Minh City.
However, after reviewing each item in the draft Resolution, Ms. Thuy believes that while the proposed specific policies are new, they still fall short of expectations in terms of whether they are truly strong and groundbreaking.

In particular, some delegates, such as Delegate Truong Trong Nghia, Delegate Nguyen Phuong Thuy, Delegate Ta Van Ha, etc., proposed to the National Assembly the need to study and develop a law on special urban areas to have stronger and more superior mechanisms for the development of urban areas under the direct management of provinces and centrally-administered cities.
Representative Ta Van Ha (Quang Nam delegation) analyzed that since Hanoi already has a Law on the Capital City, Ho Chi Minh City could also consider studying a Law on Ho Chi Minh City, because Ho Chi Minh City has previously implemented special policies and mechanisms on a pilot basis. Not only Ho Chi Minh City, but several other centrally-governed cities have also piloted special mechanisms.
According to Representative Ha, the pilot program cannot be prolonged indefinitely, so consideration should be given to studying and developing a Law on centrally-governed cities…
From a healthcare perspective, delegate Tran Khanh Thu (Thai Binh delegation) stated that the Law on Investment in Public-Private Partnerships stipulates that the scale of PPP projects in the healthcare and education-training sectors must not be less than 100 billion VND.

On the other hand, attracting social resources to invest in large-scale PPP projects in the healthcare sector is necessary to help attract social resources to invest in healthcare facilities, providing them with more machinery, equipment, and infrastructure to serve the examination, treatment, and healthcare needs of the people, as well as implementing preventive healthcare in the city.
The delegate proposed adding the public-private partnership (PPP) mechanism to the healthcare sector, without any quotas. "If approved by the National Assembly, I recommend that the City People's Council decide on the list of projects and will supervise their implementation," Ms. Thu suggested .
