(Baothanhhoa.vn) - In the context of reorganizing district and commune-level administrative units and transitioning to a two-tiered local government model, maintaining the smooth flow of public investment is a particularly important requirement, with key significance for growth and stable socio-economic development.

Construction is underway on the road project connecting the Bim Son Industrial Zone to the coastal road section between Nga Son and Hoang Hoa.

Having fully recognized the challenges of the transition process, Thanh Hoa province has made thorough preparations and is issuing decisive directives to ensure the progress of implementation and disbursement of public investment funds, preventing any "gaps in responsibility" during the transition.

The road project connecting the Bim Son Industrial Park to the Nga Son - Hoang Hoa coastal road section has a total length of approximately 16.4km. This is a key project of the province aimed at connecting the industrial park's transportation infrastructure with the coastal arterial road, creating momentum for inter-regional economic development. The project is facing difficulties in land clearance for 0.66km due to 92 households not yet handing over their land. Following the direction of the Provincial People's Committee regarding land handover milestones to accelerate project implementation, and close to the time of the transition of the two-tiered government model, the Nga Son District People's Committee has actively propagated information to the people to gain their consent to hand over land at many important intersections. The inventory and handover of documents for the remaining milestones have been handed over to the communes to continue completing according to schedule (including enforcement as prescribed), ensuring that a clean site is available when the contractor begins construction.

Regarding construction, the two main packages, undertaken by Cuong Thinh Thi Group and Central Vietnam Group Joint Stock Company, still require a very large volume of embankment materials, estimated at over 360,000 m³ of soil, sand, and crushed stone aggregate. Major difficulties include a shortage of local materials, slow quarrying procedures, and a lack of coordinated mobilization of manpower and equipment. Faced with these challenges, the Provincial People's Committee has requested relevant departments and agencies to coordinate efforts to resolve them, and has also instructed the contractors to gather sufficient materials in June and July 2025 to commence construction, aiming to complete all embankment, foundation, and asphalt paving work before December 31st.

In addition to key projects managed by provincial departments and project management boards, many localities within the province will also be allocated significant public investment capital in 2025. The province has established five special task forces, headed by Vice Chairmen of the Provincial People's Committee, to regularly inspect, supervise, and resolve difficulties and obstacles in each specific project group. These task forces function as a "rapid response mechanism" – resolving legal issues, land clearance, materials, technical design, and disbursement progress on the spot. From April to June 2025, the task forces held dozens of direct meetings with localities and project owners to provide direct guidance and supervise construction. In particular, during the survey trips, the province's consistent directive was to require localities to strive to complete their tasks by June 30th and to fully, systematically, and synchronously transfer the projects, avoiding disruptions in the operational and investment chain of the projects.

Previously, Directive No. 02/CT-UBND dated January 17, 2025, of the Provincial People's Committee on accelerating the implementation and disbursement of public investment capital and improving the effectiveness and efficiency of management and use of public investment capital in 2025 in the province set specific targets for the disbursement progress of public investment capital in 2025. Thanh Hoa strives to achieve 70% disbursement by September 30; 90% by November 30, 2025, and must complete 100% of the disbursement plan before December 31, 2025. The Chairman of the Provincial People's Committee requested localities and units to proactively review the entire list of projects, capital allocation plans, technical solutions, and assign specific responsibilities for each item with the consistent view of completing tasks to the highest and most effective level.

As of June 15, 2025, the entire province had disbursed 4,590 billion VND of the allocated capital, reaching 30.1% of the plan. Although this progress is equivalent to the national average, it is still lower than expected, especially since many key projects have not disbursed more than 50% of their allocated funds. Many districts, departments, and agencies still exhibit a reluctance to act, a wait-and-see attitude regarding organizational restructuring, or a lack of close monitoring of project progress.

From July 1, 2025, the two-tiered local government model officially came into operation. Initially, there may be some disruptions in the administrative apparatus, particularly regarding changes in project management, public asset management, and investment capital coordination. To ensure the smooth disbursement of public investment capital in this new context, on June 19, 2025, the Chairman of the Provincial People's Committee issued Official Letter No. 9382/UBND-THĐT requesting departments, localities, and investors to conduct a comprehensive review and assessment of ongoing public investment projects. Particular attention should be paid to projects that are temporarily suspended, unfinished, or experiencing prolonged delays, which pose a potential risk of loss and waste. Regarding the handling of public investment projects temporarily suspended during the reorganization of the political system's organizational structure, the Chairman of the Provincial People's Committee assigned provincial departments, agencies, units, investors, and localities (after reorganization) to conduct a comprehensive assessment of public investment needs after the reorganization of administrative units, develop a plan for handling temporarily suspended projects, and set investment directions for the 2026-2030 period.

The province also requested a specific classification of the level of disbursement delays, their causes, and potential solutions; resolutely revoking, terminating, and holding the project owners accountable for projects that are no longer feasible. For projects that can continue, a clear roadmap, completion deadline, and specific responsibilities for each unit must be defined. The selection of new investment portfolios in the 2026-2030 period must ensure compliance with planning, budget balance, and capital utilization efficiency. The Provincial People's Committee also requested strict inspection and supervision of the implementation process, severe handling of any negligence or legitimization of violations; and a review of units with low disbursement rates, consideration of the responsibility of the heads of these units, and reallocation of funds to more efficient projects.
