Taking care of the people's lives

The Tuyen Quang Provincial Party Committee has always considered the task of caring for the material and spiritual lives of the people as its top priority and a continuous effort, especially in implementing social welfare policies and stabilizing people's lives. In 2024, when people's lives faced difficulties and dangers due to floods, the Provincial Party Committee and the Provincial People's Committee decisively directed departments, agencies, and district and city People's Committees to focus on responding to and overcoming the consequences of Typhoon No. 3; established many working groups to inspect, direct, and supervise disaster response work in their respective areas and fields of responsibility; and mobilized thousands of police and military personnel to quickly implement plans to mitigate the consequences and restore production. Tuyen Quang also received special attention from General Secretary To Lam and other leaders of the Party and State. The province has also urgently implemented emergency projects to resettle and stabilize the population in areas affected by natural disasters after typhoon No. 3. Provincial People's Committee Chairman Nguyen Van Son directed that districts provide timely rice subsidies to the people, prioritizing housing arrangements and ensuring that land is allocated to households by December 31, 2024, and that households have housing that meets living conditions before the Lunar New Year.

To date, the province has also agreed on the plan to build 7 resettlement areas: the resettlement area in Ban Lan village, Son Phu commune (Na Hang); the resettlement area in Na Tong village, Thuong Lam commune (Lam Binh); the resettlement area in Na Ngan, Yen Lap commune; the residential area in Pac Hop, Linh Phu commune (Chiem Hoa); the resettlement area in Dan Khao, Chieu Yen commune and the resettlement area in Ban Pinh village, Trung Minh commune (Yen Son) and the resettlement area in Khuon Phay village, Khang Nhat commune (Son Duong).

Furthermore, Party committees, government agencies, and elected bodies in the province have paid attention to effectively carrying out the work of receiving citizens, engaging with voters, and engaging in dialogue with the people to promptly resolve legitimate requests and aspirations. The leadership and guidance role of Party committees and government agencies from the provincial to the grassroots level has been increasingly enhanced. The work of receiving citizens and resolving complaints and denunciations in agencies, units, and localities has seen positive changes; newly arising cases are resolved promptly; heads of agencies and units strengthen the work of receiving citizens on a regular and ad hoc basis, and organize dialogues to resolve complaints within their jurisdiction according to the law. Most arising cases are resolved promptly, preventing complications, hotspots, and prolonged disputes.

To date, the Provincial People's Committee has held dialogues with citizens and issued notices terminating the handling of complaints in all 17 cases. There are no longer any outstanding or prolonged cases in the province according to the central government's plans. In the past period, the entire province has not experienced any hotspots or complex issues related to complaints and denunciations that could affect the province's security and political situation.

From 2021 to the present, 4,089 Party branches and committees have participated in the "three together" activities with the people at the grassroots level, carrying out many meaningful and practical activities such as supporting the repair and renovation of houses, building rural road lighting projects, installing irrigation canals, supporting poor households in planting production forests, providing medical examinations and dispensing medicine to the people, and assisting people in relocating their houses to clear land...

The government's mass mobilization work has seen many innovations and creative approaches, focusing on key tasks and breakthroughs of the province such as mobilizing land clearance, constructing key infrastructure projects, developing the economy , building new rural areas, and preserving and promoting the nation's fine cultural values. As a result, the mass mobilization work of the entire political system in the province has contributed to resolving bottlenecks and unlocking resources for socio-economic development.

Close to the people, serving the people.

With the motto "putting the people first," many exemplary cadres and Party members have emerged who are close to the people, respect the people, understand the people, and care for the people, doing everything that benefits the people at the grassroots level. For 13 years as the Chairwoman of the Women's Union of Binh An commune (Lam Binh district), Ms. Ma Thi Hau has always been close to and actively visited the branches, meeting and talking with the members. This has fostered close relationships, contributing to both effectively disseminating Party resolutions to the women and understanding their thoughts and aspirations. This has enabled her to develop programs and activity plans that are practical and aligned with the wishes of the majority of members.

Thanks to her close relationship with the members, Ms. Hau was able to identify the difficult circumstances of members in need of assistance, launching movements such as "One Activity Per Week," "Shelter of Love," and "Women Practicing Thrift Following Uncle Ho's Example"... Many practical activities to help members have been launched in the branches, such as supporting sick members' families with rice planting and harvesting, and helping poor members build houses. The Women's Union of the commune also coordinated with the Social Policy Bank and Agribank to establish savings and loan groups to receive entrusted funds and support poor women and those in difficult circumstances to access capital sources. To date, over 200 women members have received loans to develop their businesses.

Transferred from Truong Sinh commune to become the Party Secretary of Tam Da commune, Comrade Duong Thi Phuong Nhung has affirmed the role and responsibility of the local Party committee leader. Recognizing that Tam Da commune had many long-standing and unresolved land-related issues, Ms. Nhung, along with other members of the Party Committee Standing Committee, the Party Committee Executive Committee, and the Party Committee of the commune, actively engaged with the people to hold meetings, study each case, and directly survey the situation. In many cases, she directly led dialogues with citizens. As a result, most of the outstanding land-related issues have been resolved. In her role as a leader transferred from another area, Ms. Nhung actively participates in "three together" activities with the people to strengthen relationships and understand the situation among the people.

The exemplary approach of Party branch secretary Trieu Viet Loan in Rap village, Tien Bo commune (Yen Son district), in mobilizing the people has created a ripple effect, strengthening the people's trust in the Party's leadership. Wherever land clearance or land donation is needed, his involvement always makes implementation easier. For policies related to people's lives, Mr. Loan organizes meetings within the Party branch to reach consensus before publicly announcing them to the people. For households directly affected by policies or projects requiring land clearance or donation, he and assigned Party members go to the location to persuade and explain. From 2022 to the present, Party members and people in Rap village have donated hundreds of square meters of land for bridge construction under Resolution No. 55 of the Provincial People's Council, concreted rural roads, and voluntarily cleared land for the construction of a resettlement area.

The achievements in mass mobilization work in the province over the past period have affirmed that Party committees, Party organizations, the government, the Fatherland Front, and political and social organizations in the province always prioritize practicing a working style that is close to the people, respects the people, understands the people, and helps the people in a substantive way. This is the basis and foundation for creating consensus and trust among the people in all decisions and policies of the Party.
