In response to this, building "Four-Good Party Branches" and "Four-Good Grassroots Party Committees," with criteria including fulfilling political tasks well, maintaining high-quality activities, fostering strong unity and discipline, and producing good cadres and Party members, has become a crucial solution in Party building. This model contributes to consolidating "the people's support" and protecting the Party's ideological foundation at the grassroots level.

In Thai Nguyen , when Party committees are close to the people, understand their needs, and promptly address practical issues, trust is strengthened, and the Party's leadership role is clearly affirmed.

Addressing people's livelihoods at the grassroots level.

For many years, every time the rainy season comes, dozens of households in residential area No. 2, Linh Son ward, have regularly faced the problem of wastewater and rainwater flooding into the residential area.

The drainage ditches are clogged with sediment, causing prolonged silt buildup, directly affecting daily life and the living environment. Residents are hoping for more than just meetings or promises; they need a concrete solution to stabilize their lives.

Based on those feedbacks, the Party cell of residential area No. 2 incorporated the issue into its meetings, assigned Party committee members to closely monitor the situation, and compiled people's opinions; at the same time, it coordinated with the local government, businesses, and relevant units to find solutions.

The persistent and continuous implementation process has yielded clear results, with the drainage ditch serving more than 40 households being constructed in June, ending a situation that had dragged on for many years.

Mr. Le Kiem Hiep, a Party member of the Party branch of residential area No. 2, shared: "What the people appreciate is that the project has been completed, along with the attentive listening and close cooperation of the Party committee and the government throughout the process of resolving the issues."

The story of the irrigation canal in Linh Son illustrates that the prestige of a Party organization is not built on reports or slogans, but on concretely addressing issues directly related to people's lives.

When grievances are addressed promptly, people's trust in the Party committees and government is firmly consolidated, creating an important foundation for maintaining leadership at the grassroots level.

Ms. Nguyen Thi Huong, Secretary of the Party Branch of Residential Area No. 2, said: The Party Branch has determined that the implementation of the "four good" principles is primarily linked to the fulfillment of political tasks.

Each party member is assigned clear tasks, with concrete results as the measure of success, avoiding formalism and superficiality. Effectively addressing issues arising from people's lives is the most practical way to strengthen people's trust in the Party organization.

Lessons on the responsibility of being close to the people.

The movement to build "Four-Good Party Branches" and "Four-Good Grassroots Party Committees" is being implemented in many localities of Thai Nguyen province. In Quyet Thang ward, the criteria are concretized through tasks linked to building a civilized urban area, protecting the environment, maintaining security and order, and improving the lives of the people.

After the ward Party Committee issued the plan, the Party branches developed action programs suitable for each residential area; clearly assigned responsibilities; and used the results of implementation as a basis for periodic evaluation of Party members.

Ms. Vu Thi Hien, Secretary of the Party Branch of residential area 9, said: "To effectively implement the model, cadres and Party members must set an example, be close to the people, listen to them, and take responsibility for the tasks assigned to them."

Healthcare workers in Quyet Thang ward provide medical examinations and healthcare services to residents.

Party member Trinh Xuan Quang, from the Thai Son 2 residential area Party branch, stated: "The role of elderly party members is clearly demonstrated in mediation, propaganda, and mobilizing the people. The image of retired party members still actively participating in environmental sanitation and maintaining security and order in the residential area has created a ripple effect in the community."

From practical implementation, it is evident that what the people care about is timely listening, the resolution of outstanding issues, and officials who are willing to take responsibility. This spirit is also present in the activities of administrative agencies, which directly interact with the people.

At the Van Xuan Ward Public Administrative Service Center, administrative reform aims to shorten the time for processing procedures, while also innovating service methods, using citizen satisfaction as an evaluation criterion.

From July 2025 to the present, the Center has received more than 22,000 applications, with a near-perfect rate of timely and on-schedule resolution, and no overdue applications.

The implementation of an automated queuing system, AI robots assisting citizens, and a high satisfaction rate have contributed to raising Van Xuan ward's ranking to 12th out of 92 communes and wards in the province in the first quarter of 2026.

Behind the numbers lies a shift in the service mindset of the staff, proactively guiding people to access technology, providing dedicated support for each step, especially for the elderly or those unfamiliar with online public services.

Ms. Nguyen Thi Thinh, from Van Xuan ward, said: "Previously, administrative procedures often took a lot of time and travel. Now, the process is clear, and officials provide specific guidance, so people feel more convenient."

The transformations at the grassroots level affirm the building of "Four Good Party Branches" and "Four Good Grassroots Party Committees" starting from the sense of responsibility, service attitude, and exemplary conduct of each cadre and party member in their daily work.

With the people's support, the Party will be strong and enduring.

At the political and ideological conference themed on studying and following Ho Chi Minh's thoughts, ethics, and style regarding diligence, frugality, integrity, impartiality, and selflessness; and launching the emulation movement to build "Four-Good Party Branches" and "Four-Good Grassroots Party Committees" in Thai Nguyen province for the period 2026-2030, Comrade Trinh Xuan Truong, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, emphasized the requirement that understanding must go hand in hand with doing, and that doing must produce concrete results.

On May 13, 2026, the Standing Committee of the Provincial Party Committee organized a political conference to study and follow the ideology, ethics, and style of Ho Chi Minh; and launched the emulation movement to build "Four-Good Party Branches" and "Four-Good Grassroots Party Committees" in Thai Nguyen province for the period 2026-2030.

The final results should be reflected in the effectiveness of socio-economic development, the quality of public service, and the level of satisfaction of citizens and businesses.

That spirit is linked to the implementation of Resolution No. 21-NQ/TW of the 13th Central Committee of the Communist Party of Vietnam and Project No. 07 of the Provincial Party Committee on consolidating and building grassroots party organizations, enhancing the leadership capacity of Party committees at all levels, and building a team of cadres and Party members to meet the requirements of the tasks.

For the Party Committee of Thai Nguyen Newspaper, Radio, and Television, the emulation movement is closely linked to professional tasks, improving the quality of information and propaganda; promoting the pioneering role of cadres and Party members in the digital transformation of journalism and multi-platform media; contributing to protecting the Party's ideological foundation, guiding public opinion, and strengthening the people's trust.

According to Comrade Lai Viet Cuong, Permanent Deputy Secretary of the Linh Son Ward Party Committee, from the beginning, the ward has defined the emulation criteria based on the "6 clear" principles: clear person, clear task, clear responsibility, clear authority, clear progress, and clear results. The models in Linh Son, Quyet Thang, Van Xuan, and many other localities show that the "Four Good Party Branches" and "Four Good Grassroots Party Committees" only realize their value when they bring concrete results for the people.

When grassroots issues are thoroughly addressed, it also serves as clear evidence to strengthen "the people's support," protecting the Party's ideological foundation. The people's trust is the most enduring pillar of the Party organization.
