In implementing Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, defining the vision to 2045, and Decision No. 131/QD-TTg dated January 25, 2022, of the Prime Minister approving the Project "Strengthening the application of information technology and digital transformation in education and training in the period 2022 - 2025, with orientation to 2030," the Ministry of Education and Training is implementing the Digital Competency Framework and digital skills education according to Circular 02/2025/TT-BGDĐT stipulating the Digital Competency Framework for learners (Circular 02).
According to the Director of the Department of General Education, Thai Van Tai, the Department has recently implemented some initial tasks, with the aim of incorporating appropriate content into the curriculum in an integrated or enhanced manner, especially without disrupting other subjects and with sufficient legal basis for schools to easily implement.
Specifically, the Department of General Education analyzed the 2018 General Education Program for Informatics and other subjects to determine the required levels and objectives for digital competencies according to the Digital Competency Framework stipulated in Circular 02. This was done to develop a detailed description of the required levels and objectives for digital competencies at all levels from primary to high school, meeting the objectives of the 2018 General Education Program, in line with international practices and the realities of Vietnamese education.

The Department of General Education also conducted an analysis and review of the 2018 General Education Program for each grade level, class, subject/educational activity to identify areas where opportunities exist to develop digital competencies for students in each grade level of primary, secondary, and high school. Subsequently, they developed some new teaching content not included in the curriculum to meet the requirements of the issued digital competency framework.
Simultaneously, a draft document guiding the pilot implementation of the digital competency framework for secondary school students and continuing education learners was prepared, and feedback was sent to relevant units, organizations, experts, and scientists . A draft decision was also prepared to establish a drafting committee and a council for evaluating training materials for teachers of digital citizenship skills at the lower and upper secondary levels, and training for core teachers was conducted in various localities.
Reporting on the draft digital competency framework for teachers, Deputy Director of the Department of Teachers and Educational Management Staff (Ministry of Education and Training) Pham Tuan Anh stated that the Department has collaborated with UNICEF and relevant units to establish a research committee, which has been working on surveys in various localities. Based on this, they have developed a draft digital competency framework for teachers and organized workshops to solicit feedback. The framework divides competencies into two main groups: foundational digital competencies and specialized digital competencies, reflecting teachers' ability to apply digital technology solutions and tools in their professional activities.
Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the development of a draft document to implement the Digital Competency Framework for students and teachers is essential, especially in the context of the Party and State leaders launching the "Digital Literacy Movement" to the entire population.

Deputy Minister Pham Ngoc Thuong noted that the draft needs to include specific content and criteria for the Digital Competency Framework for each student group at all educational levels according to Circular 02, and that its application must be appropriate to the reality in each locality and school. The process of drafting the document must be cautious and thorough, but not overly perfectionist, and must identify the challenges that will be faced.
Regarding the issue of digital skills training for teachers at all levels, Deputy Minister Pham Ngoc Thuong suggested that a specific plan is needed, and that all units must coordinate closely, smoothly, and effectively. Based on this, the organizational format and content of the training should be determined to avoid major disruptions to the curriculum. Instructional materials should be provided to ensure continuity and avoid interruptions.
"When developing the Digital Competency Framework for teachers and students, we also aim to concretize Circular 02 for each educational level, in line with the 2018 General Education Program in an open manner, meeting the rapid development of information technology and managing the content introduced into schools," the Deputy Minister said.
