In accordance with Directive No. 22/CT-TTg dated July 23, 2024, of the Prime Minister on land inventory in 2024; Decision No. 817/QD-TTg dated August 9, 2024, of the Prime Minister approving the project "Land Inventory and Construction of Land Use Status Maps in 2024"; and Circular No. 8/2024/TT-BTNMT dated July 31, 2024, of the Minister of Natural Resources and Environment regulating land statistics, inventory, and the creation of land use status maps, Quang Tri province has developed a plan for land inventory and the construction of land use status maps in 2024.

The purpose of the 2024 land inventory is to assess the current state of land management and use in each administrative unit at the commune, district, and provincial levels; to evaluate the land management and use situation at all levels over the past five years; and to propose mechanisms, policies, and measures to strengthen state management of land and improve land use efficiency. It also aims to provide aggregated data and national statistical indicators to serve the land information needs for socio- economic activities, national defense and security, and scientific research, as well as to serve as a basis for adjusting land use planning and plans for the period 2021-2030, with a vision to 2045.
According to the plan of the Provincial Land Inventory Steering Committee for 2024, the land inventory and mapping of current land use status in 2024 will be carried out throughout the province. The commune level is the basic unit for conducting the inventory and also serves as the basis for compiling the results of the land inventory and mapping of current land use status at the district and provincial levels.
In addition, the 2024 land inventory must be conducted in accordance with Article 9 on land classification of the 2024 Land Law. This land inventory will also include an assessment of the management and use of golf courses; airports; areas prone to landslides and land reclamation; land originating from agricultural and forestry farms; and other specific areas in localities. This will serve as a basis for implementing measures to strengthen management and improve the efficiency of land use for these land types.
The 2024 land inventory will be conducted for each administrative unit at all levels, determining the area of different land types; the area of land used by various entities and those managing land according to the provisions of the 2024 Land Law; and creating a 2024 land use status map.
In particular, emphasis should be placed on thematic land inventories for certain types of land, including golf courses; airport land; land in landslide and sedimentation areas; land originating from agricultural and forestry farms; and other thematic areas. The results of the 2024 land inventory must include complete data from land inventories at all levels, thematic land inventories; land use status maps at all levels; reports on the results of land inventories at all levels; and thematic land inventory reports.
The 2024 land inventory will be conducted based on existing land documents and data, combined with field surveys, delineation, and map adjustments for land changes during the inventory period (from 2020 to the end of 2024); the results of the 2024 land inventory will be compiled according to regulations and shown on the current land use map; thematic land inventories will be conducted using direct survey methods and other relevant methods for compilation and reporting.
Applying information technology to the calculation and aggregation of land area and the creation of land use status maps at all levels will ensure the accuracy and consistency of land inventory results. Strengthening inspection and supervision during implementation is crucial; particular emphasis should be placed on verifying and accepting the results of all stages at all levels, especially at the commune level, to ensure the quality and integrity of the 2024 land inventory data.
Therefore, the Provincial Steering Committee for Land Inventory 2024 requests the Department of Internal Affairs to provide the Department of Natural Resources and Environment with data on natural area and administrative boundary maps (in digital format) to ensure consistency in natural area data for administrative units throughout the province. The Department of Agriculture and Rural Development, in coordination with the Department of Natural Resources and Environment and the People's Committees of districts, directs forest management boards, conservation areas, national parks, and agricultural and forestry companies to review and declare the current land use status and provide land information and documents to serve the land inventory and the creation of land use status maps for 2024.
Provide digital maps, survey results, forest inventory data, and the most recent forest status statistics; documents approving the planning for the three types of forests and other specialized plans to the Department of Natural Resources and Environment and the People's Committees of districts; review forest inventory data and forest status statistics in the province to standardize the 2024 forest land inventory data.
On the other hand, agricultural and forestry companies such as Quang Tri Rubber Company Limited, Ben Hai Forestry Company Limited, Duong 9 Forestry Company Limited, and Trieu Hai Forestry Company Limited coordinate with local authorities where the land is used and the Department of Natural Resources and Environment to review and provide documents and data on the land under their management and use, thereby facilitating the land inventory process.
One of the fundamental requirements for the 2024 land inventory is that it must be carried out seriously, fully, accurately, and on time, in conjunction with the creation of a land use status map; ensuring objectivity, honesty, and accurately reflecting the actual land use situation in Quang Tri province over the past years.
