The plan sets specific targets such as: 100% of leaders and managers, and 91% of food producers, processors, and businesses have the correct knowledge and practices regarding food safety; 91% of food production, business, and food service establishments inspected meet requirements; 91% of establishments eligible for food safety certification are granted certificates; and the recorded food poisoning rate is below 7 cases per 100,000 people.

To achieve the above objectives, the Provincial People's Committee requests that departments, agencies, and localities strengthen the leadership role and responsibility of heads of departments in ensuring food safety; promote inspection and post-inspection to prevent violations in food production, business, and processing; effectively control commercial fraud, smuggling, counterfeit goods, and substandard goods; and strictly handle violations. At the same time, strengthen control over collective kitchens in schools, industrial zones, economic zones, and tourist service areas… Simultaneously, localities and relevant departments and agencies should strengthen communication efforts to raise awareness among management agencies, production and business establishments, and consumers; gradually form the habit of choosing and using safe food; promote administrative reform and the application of information technology in food safety management; and build a mechanism for inter-sectoral data linkage and rapid response on a digital platform. The Provincial People's Committee assigns the Department of Health as the standing agency, responsible for advising, supervising, and compiling periodic reports; other departments, sectors, and localities shall, based on their functions and duties, develop specific plans and implement them synchronously and effectively.
