Counterfeit and substandard goods are rampant on digital platforms.
Through an online shopping site, Mr. PTL (from Thanh Khe ward) ordered a wireless headset from a major brand for over 400,000 VND. However, after a week of use, the product's quality did not meet expectations and developed many defects. After searching for information and comparing the listed price of the product with the brand's official dealers, Mr. L. realized he had bought a counterfeit product.
“The genuine headphones cost more than double, around 1.2 million VND. Because I was tempted by the low price, I unknowingly bought a fake one. It’s difficult to distinguish between the real and the fake just by looking at them,” Mr. L. said.
According to the Da Nang City Market Management Department, the unit has identified product groups with a high risk of violations, mainly focusing on fashion items, cosmetics, shoes, handbags, watches, and some electronic products. These are items with high consumer demand, easy to sell, and generate high profits for violators.
Sophisticated methods of violation
According to Mr. Pham Ngoc Son, Head of the City's Market Management Department, many individuals exploit anonymity in the e-commerce environment, using social media accounts, e-commerce platforms, and livestreaming to sell counterfeit goods, goods infringing on trademarks, and goods of unknown origin. "These goods often lack a fixed business location, are hidden in private homes, small warehouses, or transported through delivery services, making detection, inspection, verification, and handling difficult," Mr. Son said.
Alarmingly, some individuals post images of genuine products for advertising but then sell cheap, counterfeit, or products of unknown origin, directly affecting consumer rights and the reputation of legitimate businesses. Many of these individuals use fake accounts, do not publicly disclose real information, frequently change business addresses, phone numbers, social media accounts, or conduct transactions through intermediaries.
For goods infringing intellectual property rights, identifying violations in many cases requires in-depth expertise or confirmation from the infringing party, especially for products with a very sophisticated level of counterfeiting. Collecting electronic evidence, identifying infringing parties in cyberspace, and tracing the source of goods is difficult because the perpetrators operate across provinces, and sometimes even cross borders...
"There are no forbidden areas, no exceptions" in enforcement.
According to Mr. Pham Ngoc Son, in May 2026, the city implemented the Prime Minister 's directive in the Official Dispatch requesting a high-intensity campaign to combat intellectual property infringement. Accordingly, the focus will be on reviewing and thoroughly understanding the area, identifying high-risk subjects and product groups to develop appropriate inspection plans; and increasing surprise inspections of businesses, warehouses, collection points, and e-commerce operations.

During an inspection, Market Management Team No. 5 discovered that the Facebook page “Quocmobile.Boliduo” showed signs of trading in counterfeit goods in Lien Chieu ward. Authorities found this establishment selling 650 phone charging cables suspected of being counterfeit Apple products, with a total value of over 9 million VND.
Subsequently, Market Management Team No. 2 conducted surprise inspections of 5 businesses suspected of violations in Da Nang , including one e-commerce business. As a result, they discovered 652 products suspected of being counterfeit versions of many well-known brands protected in Vietnam. The total value of the confiscated goods exceeded 246 million VND.
"Our stance is to strictly handle violations in accordance with the law, ensuring openness, transparency, no forbidden areas, and no exceptions, contributing to building a healthy business environment and protecting consumer rights," Mr. Son emphasized.
During the period 2026-2027, the City Market Management Department will implement the construction of a system applying AI and big data in managing, receiving complaints, supporting the identification, verification, and warning of counterfeit goods and goods infringing intellectual property rights in the digital environment.
This includes establishing a channel for receiving feedback, allowing citizens and businesses to provide information, images, videos, locations, and track the processing of complaints related to goods suspected of infringement. It also involves building a sample database of genuine and counterfeit goods, protected trademarks, case files, signs of infringement, and complaint data. Furthermore, it standardizes the process of receiving, categorizing, processing, monitoring, reporting, and storing electronic records.
According to Mr. Son, the long-term solution, in addition to inspection and handling of violations, is to disseminate legal information and raise social awareness. In the coming time, the City Market Management Department will continue to promote the dissemination of legal regulations on intellectual property, e-commerce, and anti-counterfeiting through various forms such as conferences, media coverage in newspapers, websites, social networks, and activities in coordination with localities and industry associations; targeting businesses, business households, and consumers.
