Proposal to remove land-related obstacles

The road connecting National Highway 14H to Provincial Road 609C has a total length of 6km. Specifically, the section through Duy Xuyen is 5km long (with 0.9km utilizing the existing road); the section through Dai Loc is 1km long. The total investment is 340 billion VND from the provincial budget. Construction started in July 2022, with a consortium of Thanh An 96 Construction Joint Stock Company, 368 Construction Joint Stock Company, and Quang Dai Viet Construction Joint Stock Company winning the bid. The contract duration is 840 days from the date of commencement.

Reporting to Vice Chairman of the Provincial People's Committee Tran Nam Hung during a recent site inspection, the investor stated that land clearance in Duy Xuyen has been basically completed for 3.7 out of 4.1 km (reaching 90%). The main obstacles relate to resettlement, land disputes, and residents disagreeing with receiving compensation...

For example, in the section passing through Duy Phu commune, at the intersection between the newly constructed road at the beginning of the route and the existing road, the household of Nguyen Phuoc Long, which is subject to complete demolition, is still obstructing the area because the resettlement process, under the mixed-use model, is still underway. However, they must wait for the approval of the updated mixed-use land plot into the new rural planning.

The biggest obstacle in the section passing through Duy Tan commune is the complete relocation of three households: Mr. Ho Van Minh (at the intersection with the road through the commune's administrative center); and the households of Thai Thuy Thuy and Thai Van Tai (behind the Thu Bon Mausoleum historical site). The local authorities do not yet have a specific plan for the resettlement of these households, and the process of approving the 1/500 scale residential area planning is still underway (the resettlement area procedures will only be implemented after the planning is approved).

Furthermore, Mr. Huynh Tuan's household (located behind Mr. Minh's house) is involved in a dispute and lawsuit in court, so the inheritance procedures have not been completed. Ms. Nguyen Thi Phuong's household has had their compensation plan approved; they have been invited to receive the money three times but have refused to accept it, instead demanding to be allocated resettlement land...

[ VIDEO ] - The project's intersection area with the road through the Duy Tan commune administrative center still has land clearance issues that need to be resolved completely:

Dai Loc district has handed over 0.84/1km of the land area. The remaining 160m section affects 12 households and 1 organization (3 households will be completely relocated). To arrange new housing for the residents, the district's functional unit issued an order to start construction of the resettlement area along the road on March 27, 2024; and held a meeting to consider resettlement. However, regarding 3 cases (Tran Ngoc Tam, Truong Van Vien, Tran Hoa), there are obstacles, and the District People's Committee has reported to the competent authority to request a solution.

According to Mr. Dang Phuong, a consulting engineer and supervisor of the Central Vietnam Branch of the Institute of Science and Technology for Transportation (the project's consulting and supervisory unit), relevant parties, especially local authorities, need to continue strengthening propaganda and mobilization efforts; and accelerate the resettlement and relocation process. The section of the branch road leading to the Song Thu bridge from abutment M1 to the DH10.DX route is still obstructed by the household of Ms. Nguyen Thi Phuong, and this needs to be resolved so that the family agrees to accept compensation and hand over the land.

The investor (Provincial Traffic Works Management Board) requested that the two districts promptly resolve traffic congestion and hand over the land before August 30, 2024 (except for households requiring complete relocation). Duy Xuyen district should expedite the approval of the 1/500 scale planning for the residential and resettlement area and the investment procedures for the construction of the resettlement area. Local authorities need to hand over all cleared land by the first quarter of 2025 to ensure the completion of the entire project in time for the 23rd Quang Nam Provincial Party Congress.

The investor stated that the project's value is expected to reach approximately VND 265 billion by the end of 2024, with a total value of approximately VND 370 billion upon completion. Currently, over VND 174 billion has been allocated to the project, thus requiring additional funding. Therefore, the additional capital needed for 2024 is VND 50 billion; the total capital needed to complete the project (excluding the already allocated VND 174 billion) is VND 195 billion. The investor has requested the Provincial People's Committee to approve the adjustment of the investment plan: increasing the total investment due to increased land clearance costs from over VND 30 billion to over VND 68.1 billion (from VND 340 billion to over VND 378 billion); and extending the project duration from 2021-2024 to 2021-2026. An additional capital allocation of approximately 50 billion VND will be added to the 2024 capital plan to settle outstanding debts and accelerate construction progress…
