“This session will consider a very important and historic content, which is to approve the Project on arranging commune-level administrative units and the Project on merging Bac Lieu and Ca Mau provinces, to submit to competent authorities for consideration and decision... The main goal is to expand development space, ensure local government is close to the people, and best serve the needs of the people,” emphasized Provincial Party Secretary Nguyen Ho Hai at the 19th session (special) of the 10th Provincial People's Council, term 2021-2026, which took place on the morning of April 28.
Comrade Le Thi Nhung, Executive Vice Chairman of the Provincial People's Council and Comrade Phan Hoang Vu, Vice Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrades: Secretary of the Provincial Party Committee Nguyen Ho Hai; Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai and comrades of the Standing Committee of the Provincial Party Committee.
Complete the project and submit it to the Central Government before May 1st.
In the context of the new urgent situation, requiring breakthroughs, determination and drastic measures, the 19th Session considered and decided on a number of urgent issues, serving the management of socio -economic development of the province and implementing personnel work within its authority.
The meeting approved the report and draft Resolution on the policy of rearranging commune-level administrative units of Ca Mau province; the report and draft Resolution on the policy of rearranging Bac Lieu province and Ca Mau province.
Ca Mau province currently has 100 commune-level administrative units (CAUs), including 82 communes, 9 wards and 9 towns. After the reorganization, Ca Mau province has 39 CAUs, including 35 communes and 4 wards, a reduction of 61 CAUs.
Regarding the arrangement of Bac Lieu province and Ca Mau province, the provincial administrative unit after the arrangement is Ca Mau province (new) with a natural area of over 7,000 km2, a population of over 2.6 million people and 64 affiliated administrative units (55 communes and 9 wards). The administrative - political center of Ca Mau province (new) is located in the current Ca Mau province.
Delegates voted in agreement with the draft Resolution on the policy of rearranging commune-level administrative units in Ca Mau province and the draft Resolution on the policy of rearranging Bac Lieu and Ca Mau provinces. The project will be completed and submitted to the competent authority before May 1, 2025.
Affirming that the policy of rearranging commune-level administrative units of Ca Mau province and the policy of rearranging Bac Lieu and Ca Mau provinces are of special importance; Comrade Le Thi Nhung, Member of the Standing Committee of the Provincial Party Committee, Executive Vice Chairwoman of the Provincial People's Council, requested the Provincial People's Committee to fully prepare the necessary conditions for implementation as soon as the decision of the competent authority is available. At the same time, deploy, organize the serious, timely and effective implementation of the resolutions of the Provincial People's Council passed at this session.
Dismiss 6 members of the Provincial People's Committee and elect 1 additional member of the Provincial People's Committee
Regarding personnel work, the Provincial People's Council has considered removing Mr. Nguyen Son Ca from the position of Head of the Legal Committee of the 10th term of the Ca Mau Provincial People's Council for the 2021-2026 term, because the Standing Committee of the Provincial Party Committee allowed him to retire early to enjoy policies according to regulations.
At the same time, 6 members of the Provincial People's Committee were dismissed due to early retirement and job transfer, including: Mr. Doan Quoc Khoi, former Director of the Department of Finance; Phan Tan Thanh, former Director of the Department of Science and Technology; Trinh Van Len, former Director of the Department of Natural Resources and Environment; Tran Hieu Hung, former Director of the Department of Culture, Sports and Tourism; Tran Hoang Nho, former Head of the Provincial Ethnic Committee and Mr. Ma Minh Tam, former Director of the Department of Construction, due to being appointed to the position of Deputy Director of the Department of Construction (on the basis of merging the Department of Construction and the Department of Transport).
The meeting conducted an additional election for the 10th term of the Ca Mau Provincial People's Committee for the 2021-2026 term for Ms. Nguyen Thu Tu, Director of the Department of Ethnic Minorities and Religions, with 100% of the votes in favor (45/45 delegates present).
At the meeting, the Provincial People's Council discussed and decided to issue resolutions on the socio-economic field, such as: allocating the central budget's regular expenditure estimates to implement the National Target Program on Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development in Ethnic Minority Areas in Ca Mau Province in 2025; approving the Project to adjust the General Planning for the construction of Nam Can Economic Zone, Ca Mau Province until 2040; adjusting the payroll of civil servants, the number of employees...
In order to make a breakthrough to successfully implement the set targets and tasks, comrade Le Thi Nhung, member of the Provincial Party Standing Committee, Executive Vice Chairman of the Provincial People's Council, affirmed: In the coming time, while implementing the arrangement and organization of the local government apparatus, striving to complete the GRDP growth target of 8% or more as set, the task of the entire political system is very heavy. The Provincial People's Council hopes that all levels, sectors, organizations, enterprises and people in the province will continue to promote the spirit of solidarity, joint efforts, unanimity, determination, and determination to achieve high results in the set targets and tasks, determined to create breakthroughs and changes in the socio-economic development of the province, creating a solid premise for implementing the tasks of the following years.
