“This session will consider a very important and historic issue, which is the approval of the plan for rearranging commune-level administrative units and the plan for merging Bac Lieu and Ca Mau provinces, to be submitted to the competent authority for consideration and decision… The main goal is to expand the development space, ensure that local governments are close to the people, and best serve the needs of the people,” emphasized Provincial Party Secretary Nguyen Ho Hai at the 19th (special) session of the 10th Provincial People's Council, term 2021-2026, held on the morning of April 28.
Comrade Le Thi Nhung, Executive Vice Chairperson of the Provincial People's Council, and Comrade Phan Hoang Vu, Vice Chairperson of the Provincial People's Council, presided over the session.
Attending the meeting were: Provincial Party Secretary Nguyen Ho Hai; Standing Deputy Provincial Party Secretary Nguyen Duc Hien; Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Pham Thanh Ngai; and other members of the Provincial Party Standing Committee.
The proposal must be finalized and submitted to the Central Committee before May 1st.
In the context of the urgent new situation requiring breakthroughs, determination, and decisive action, the 19th Session considered and decided on a number of pressing issues to serve the management and development of the province's socio -economic affairs and to carry out personnel work within its authority.
The session approved the report and draft resolution on the policy of rearranging commune-level administrative units in Ca Mau province; and the report and draft resolution on the policy of rearranging Bac Lieu and Ca Mau provinces.
Provincial Party Secretary Nguyen Ho Hai emphasized: "This session will consider a very important and historically significant issue."
Currently, Ca Mau province has 100 commune-level administrative units, including 82 communes, 9 wards, and 9 towns. After the reorganization, Ca Mau province now has 39 commune-level administrative units, comprising 35 communes and 4 wards, a reduction of 61 commune-level administrative units.
Regarding the reorganization of Bac Lieu and Ca Mau provinces, the reorganized provincial-level administrative unit is the (new) Ca Mau province, with a natural area of over 7,000 km2, a population of over 2.6 million people, and 64 subordinate administrative units (55 communes and 9 wards). The administrative and political center of the (new) Ca Mau province will be located in the current Ca Mau province.
Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Thanh Ngai addressed the delegates' concerns regarding the reorganization of commune-level administrative units in Ca Mau province and the merger of Bac Lieu and Ca Mau provinces.
Delegates unanimously voted in favor of the draft Resolution on the policy of rearranging commune-level administrative units in Ca Mau province and the draft Resolution on the policy of rearranging Bac Lieu and Ca Mau provinces. The plan will be finalized and submitted to the competent authority before May 1, 2025.
Comrade Le Thi Nhung, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Chairwoman of the Provincial People's Council, expressed her hope that all levels, sectors, organizations, businesses, and the people of the province would continue to promote the spirit of solidarity, creating breakthroughs and transformations in socio-economic development.
Affirming the special importance of the policy on rearranging commune-level administrative units in Ca Mau province and the policy on rearranging Bac Lieu and Ca Mau provinces, Ms. Le Thi Nhung, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Chairwoman of the Provincial People's Council, requested the Provincial People's Committee to fully prepare the necessary conditions for immediate implementation upon receiving the decision from the competent authority. At the same time, she urged the serious, timely, and effective implementation of the resolutions of the Provincial People's Council passed at this session.
Delegate Thach Ha, President of the Patriotic Buddhist Monks' Solidarity Association of Ca Mau province, expressed strong agreement with the policy of rearranging commune-level administrative units in Ca Mau province and merging Bac Lieu and Ca Mau provinces.
Six members of the Provincial People's Committee were dismissed, and one additional member was elected.
Regarding personnel matters, the Provincial People's Council considered relieving Mr. Nguyen Son Ca from his position as Head of the Legal Affairs Committee of the Ca Mau Provincial People's Council, 10th term, 2021-2026, as he was granted early retirement by the Provincial Party Standing Committee to receive benefits as prescribed by regulations.

Simultaneously, six members of the Provincial People's Committee were dismissed due to early retirement and reassignment, including: Mr. Doan Quoc Khoi, former Director of the Department of Finance; Mr. Phan Tan Thanh, former Director of the Department of Science and Technology; Mr. Trinh Van Len, former Director of the Department of Natural Resources and Environment; Mr. Tran Hieu Hung, former Director of the Department of Culture, Sports and Tourism; Mr. Tran Hoang Nho, former Head of the Provincial Ethnic Affairs Committee; and Mr. Ma Minh Tam, former Director of the Department of Construction, who was appointed as Deputy Director of the Department of Construction (based on the merger of the Department of Construction and the Department of Transport).
Delegates vote to approve the draft resolutions presented at the session.
The session proceeded with the by-election for an additional member of the Ca Mau Provincial People's Committee, 10th term, 2021-2026, for Ms. Nguyen Thu Tu, Director of the Department of Ethnic Minorities and Religions, with 100% of the votes in favor (45/45 delegates present).

At the session, the Provincial People's Council discussed and decided to issue resolutions in the socio-economic field, such as: allocating the recurrent expenditure budget of the Central Government to implement the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minority Areas in Ca Mau province in 2025; approving the revised master plan for the construction of the Nam Can Economic Zone in Ca Mau province until 2040; adjusting the staffing levels of civil servants and the number of employees...
The leaders congratulated the delegates who had just been relieved of their duties and Ms. Nguyen Thu Tu, Director of the Department of Ethnic Minorities and Religions, as the new member of the Ca Mau Provincial People's Committee, 10th term, 2021-2026.
To achieve breakthroughs and successfully implement the set targets and tasks, Ms. Le Thi Nhung, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Chairwoman of the Provincial People's Council, affirmed: In the coming period, while simultaneously restructuring and organizing the local government apparatus and striving to achieve the GRDP growth target of 8% or more as set forth, the task for the entire political system is very challenging. The Provincial People's Council hopes that all levels, sectors, organizations, businesses, and the people of the province will continue to promote the spirit of solidarity, working together with determination and resolve to achieve high results in the set targets and tasks, determined to create breakthroughs and transformations in the socio-economic development of the province, creating a solid foundation for the tasks of the following years.
