On the afternoon of May 26, continuing the program of the 5th session, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session at the Conference Hall to listen to the report and inspection report on the draft Law on the management and protection of defense works and military zones; discuss the results of monitoring the settlement of voters' petitions sent to the 5th session, the 4th National Assembly.
Speaking at the discussion session, agreeing with the report on monitoring results of the settlement of voters' petitions sent to the 4th session of the XNUMXth National Assembly, the delegate said that voters welcomed the drastic and comprehensive change in the National Assembly's activities, becoming more democratic, open and transparent. Voters' opinions sent to the National Assembly are diverse, reflecting many contents from the grassroots, including assessments of outstanding results in the activities of the Party, State and National Assembly as well as obstacles and difficulties that voters and people are facing. Up to this point, voters' petitions have been resolved, with 99,8% of responses. Delegates said that this result demonstrates the great efforts and determination of the National Assembly and the Government in leading, directing and administering the implementation of socio-economic development tasks. However, a number of recommendations have been received and resolved, but have changed slowly and have not been resolved in a timely manner due to the lack of close coordination between ministries, branches and localities.
Delegates suggested that the report should clarify which areas have had positive changes, which agencies have made remarkable progress in resolving voters' petitions, especially in monitoring the results of settlement and responding to voters' petitions.
Delegates also pointed out that, for specific recommendations, the answers to some ministries and branches are sometimes generic, referencing one or the other law, without guiding a specific resolution. This leaves voters feeling inadequate. Upon receipt of written responses, some responses did not provide the guidance or resolution that voters were expecting. Some agencies, departments and branches gave incorrect answers, focus and focus. In addition, some agencies, ministries and branches are still slow and have not promptly considered and responded to voters' petitions. This makes the process of reviewing and urging the delegations of the National Assembly and the People's Committee to take a lot of time and effort.
Therefore, in order for the settlement of voter petitions to be effective, in accordance with the nature, purpose and resolution of the petition, not only responding to the petitions of voters and delegates, the delegates proposed for specific ad hoc issues, the cases of handling policies and regimes for people with meritorious services or recommendations to remove problems related to the processes and procedures that the locality is at a standstill, detailed instructions and responses need to have detailed instructions and responses from the voters.
