Responding to questions from delegates about difficulties and obstacles in the demarcation of ethnic minority areas, Minister and Chairman of the Ethnic Minority Committee Hau A Lenh said that this demarcation is carried out in two stages, the Section 2 was implemented in accordance with Resolution No. 1 of the Politburo, at that time demarcated according to mountainous and highland areas. On the basis of the promulgated criteria, the Committee for Ethnic Minority Affairs submitted to the Government for promulgation Decision No. 3, the Minister and Chairman of the Committee for Ethnic Minority Affairs was authorized by the Prime Minister to issue Decision No. 861 approving the list of communes. especially difficult.
The process of delimitation is based on a number of criteria: communes and villages with 15% or more of the population are ethnic minorities, they are identified as ethnic minority communes and villages; Communes with a poverty rate of 15% or more are considered poor communes. The Ministry of Health shall assume the prime responsibility for, and coordinate with the Vietnam Social Insurance and agencies in, amending Decree 146, including supplementing and bringing in those who do not live in extremely difficult communes, but are still households.
