- After the merger, Ky Lua Ward has a large scale, with 47 blocks and over 39,400 inhabitants. Immediately after the merger, the Ward Party Committee and People's Committee quickly implemented social insurance and health insurance policies, bringing social security policies to the people.

Residents of Ky Lua ward were informed about the voluntary social insurance policy.

Mr. Hoang Van Thuan, Deputy Director of the Cao Loc branch of the Social Insurance agency, commented: Ky Lua is an area with a large population and many different target groups. The Party Committee and People's Committee of Ky Lua ward have proactively and decisively implemented the development of social insurance and health insurance, from establishing a steering committee for the implementation of social insurance and health insurance policies in the ward to coordinating propaganda and innovating working methods.

By the beginning of June 2026, over 7,200 people in the ward participated in social insurance, reaching 97.3% of the plan; nearly 31,200 people participated in health insurance, reaching 80% of the plan. With these results, Ky Lua is one of the areas with the highest rate of achieving social insurance and health insurance targets among the communes and wards managed by the Cao Loc local social insurance agency.

To achieve these results, the ward's Steering Committee advised the ward's People's Committee to organize the dissemination of social insurance and health insurance policies in the area; and to plan the implementation of the target for increasing the number of social insurance participants by 2030. Ms. Ho Thi To Uyen, Vice Chairman of the ward's People's Committee and Deputy Head of the Steering Committee for the implementation of social insurance and health insurance policies in Ky Lua ward, said: After being restructured, the ward's Steering Committee clearly defined the responsibilities of each member according to their assigned functions and tasks; coordinated with relevant units to promote the dissemination and mobilization of people to participate in voluntary social insurance and family health insurance. At the same time, it requested the relevant units to review those who have not yet participated, and groups at risk of interruption or cessation of contributions, in order to have appropriate methods of mobilization.

After being informed, encouraged, and given specific advice, I understood and chose a suitable annual contribution level of over 300,000 VND per month."

To raise public awareness of the benefits of participating in social insurance and health insurance, in addition to propaganda, the People's Committee of Ky Lua Ward has directed medical facilities in the area to accelerate administrative procedure reforms, creating favorable conditions for people in the process of health insurance examination and treatment, ensuring the rights of health insurance participants. Accordingly, the Cao Loc Regional Health Center, the ward's health station, and multi-specialty clinics in the ward regularly reform administrative procedures and "digitize" health insurance examination and treatment, helping to ensure transparency of information and improve the quality of service for patients. According to statistics, from 2025 to the present, the number of health insurance examinations and treatments has reached over 18,000 people, with a total cost of over 10 billion VND.

Dr. Chu Dinh Que, Director of Cao Loc District Health Center, reported that the rate of people receiving health insurance-covered medical examinations and treatments at the center has reached over 98%. To ensure the rights of the people, the center has implemented a comprehensive set of solutions to gradually improve the quality of medical examinations and treatments, such as: organizing training courses, creating opportunities for staff to study and improve their professional skills; investing in improving facilities and supplementing medical equipment to serve diagnosis and treatment.

On the other hand, Ky Lua ward is also coordinating efforts to promote the payment of social insurance benefits through cashless methods to facilitate convenience for residents and ensure the rights of beneficiaries. The Cao Loc Social Insurance office has collaborated with the Ky Lua Post Office and commercial banks to disseminate information and guide pensioners and social insurance beneficiaries to receive payments through personal accounts. The rate of cashless payments has now reached over 86.6%, equivalent to nearly 3,400 people, an increase of more than 200 people compared to 2025.

In the coming period, the Ward Steering Committee will continue to promote the responsibility of each member and each neighborhood in developing participation. The focus will be on reviewing the list of people who have not yet participated, those whose health insurance cards are about to expire, business households, self-employed workers, and those at risk of interrupted participation; organizing direct propaganda in residential areas, households, markets, and densely populated areas; and simultaneously improving the effectiveness of collection service organizations.
