The Standing Committee of the Party Committee of Da Bac town held a meeting to encourage and motivate the team of part-time officials before the merger of administrative units at all levels.
Perhaps the most significant concern in the process of merging, consolidating, and streamlining the administrative apparatus, especially the merger of provincial-level administrative units, is the staff of provincial-level agencies. According to statistics from the Department of Internal Affairs, 941 civil servants and 594 public employees from the provincial government will be transferred to Phu Tho to work. With the spirit of "going to build the homeland," accepting sacrifice and change, the staff of provincial-level agencies have prepared themselves for working in Phu Tho.
In a conversation with us, Comrade Nguyen Manh Cuong, Deputy Director of the Hoa Binh Department of Internal Affairs, stated: Implementing the general policy of the Party and State on streamlining organizational structures and putting into operation a two-tiered local government model, the Department of Internal Affairs has actively advised the province to promptly and correctly implement regulations on resolving benefits and policies for officials, civil servants, and public employees according to Government Decree No. 178/CP and Decree No. 67/CP (amending some articles of Decree No. 178/CP). Regarding the remaining officials, civil servants, and public employees from Hoa Binh who have moved to Phu Tho (new) province to work, they are assessed as having sufficient qualifications, capabilities, and good character. Departments, agencies, and organizations are paying attention to understanding the thoughts and aspirations of officials, civil servants, public employees, and workers when they move to work in Phu Tho (new) province. Simultaneously, a review of housing needs, public transportation, and school registration for children is being conducted to coordinate with Vinh Phuc and Phu Tho provinces in developing an implementation plan. This will ensure thorough preparation for July 1, 2025, when the (new) Phu Tho province becomes operational. At this point, it can be said that provincial-level officials, civil servants, and employees of Hoa Binh are ready to take up their duties in the (new) Phu Tho province.
While officials are concerned about changing jobs and workplaces, the people are eagerly awaiting and hoping for changes in their hometown upon moving to the new province. As usual, every morning, members of the Hoa Binh Retirement Club gather in large numbers to participate in sports , cultural, and artistic activities. During these days, the newspaper reading group is more lively than ever, with members gathering there to share and read articles about the administrative unit mergers in general, especially the merger of Hoa Binh province with Vinh Phuc and Phu Tho provinces to form the new Phu Tho province.
Comrade Quach The Tan, Chairman of the Provincial Retirement Club, stated: Hoa Binh is a land where mountains and rivers blend harmoniously, a place where the cultural colors of many ethnic groups converge, with ethnic minorities accounting for nearly 75% of the population. It is the cradle of the famous and vibrant Hoa Binh Culture, dating back 10,000 years BC. Therefore, how to preserve and promote the cultural identity of the ethnic groups of Hoa Binh province when it moves to the new province is a matter of particular concern for the people of the province. July 1st, 2025 will be a special and memorable day as the 139-year journey of building and developing Hoa Binh province officially concludes. The officials and people of Muong province are proud and cherish the heroic and indomitable traditions and the achievements in socio-economic development and national defense and security that Hoa Binh province has achieved, and are ready with joy and excitement for the new province.
The merger of the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh is a strategic step carefully calculated and considered by the Central Government to form a new administrative and economic entity with high geographical integration, diverse resources, balanced development space, and interconnected and complementary aspects; thereby creating momentum to promote socio-economic development. Proudly closing the 139-year journey of formation and development, a new chapter officially opens. The people of the Muong ethnic groups have confidence in the effectiveness of the two-tiered local government model and especially hope for the transformation and progress of their homeland when it officially returns under the common roof of the ancestral land.
