The special art program "A Country Full of Joy" celebrating the 50th anniversary of the Liberation of the South and National Reunification, held on the evening of April 26 at Hoa Binh Square, bears the unique identity of the land and people of Hoa Binh.
In many forums on preserving and promoting cultural identity associated with tourism development, leaders of the Department of Culture, Sports and Tourism of Hoa Binh province have clearly shared about the massive "warehouse" of cultural heritage of Hoa Binh province. The province currently has 6 main ethnic groups living together, each with its own identity, possessing many diverse tangible and intangible cultural heritages.
According to the inventory results, the province has 786 intangible cultural heritages of 7 types of 5 ethnic minorities (Muong, Thai, Tay, Dao, Mong). The whole province has 292 relic sites in the protection list, including 1 relic ranked at special national level, 39 national relics and 71 provincial relics. Hoa Binh also preserves hundreds of bronze drums, about 12,000 gongs, along with many cultural heritages expressed through traditional festivals, folk performances, beliefs and social practices. In particular, the archaeological relics of "Hoa Binh Culture" are assessed to have world-class value.
Within the framework of the 2024 Culture - Tourism Week of Hoa Binh province, the province solemnly held a ceremony to receive the Certificate of National Special Monument ranking for Hang Xom Trai and Mai Da Lang Vanh. This is a proud mark and a worthy reward for the continuous efforts in preserving and promoting local cultural values.
In recent times, with the participation of all levels, sectors and the active participation of ethnic communities, the cultural identity of the province continues to be affirmed and clearly spread. Many intangible cultural heritages of the province have been recognized at the national level, such as: Mo Muong, Muong gong art, Khai Ha festival of the Muong ethnic group, folk knowledge of Bamboo calendar of the Muong ethnic group, Keng Loong customs and beliefs of the Thai ethnic group in Mai Chau district.
In particular, the province has completed the dossier of Mo Muong cultural heritage and submitted it to the Prime Minister for submission to UNESCO for recognition as an intangible cultural heritage of humanity in need of urgent protection. The province has also implemented the Project on teaching and learning the Muong ethnic language. Many specialized resolutions on cultural and tourism development have been issued and effectively implemented on the basis of promoting traditional cultural values. Specifically: Resolution of the Provincial Party Committee on building and developing the culture and people of Hoa Binh to meet the requirements of sustainable development in the cause of industrialization, modernization and international integration; Resolution No. 04-NQ/TU, dated October 10, 2021 on preserving and promoting the cultural heritage of ethnic groups in Hoa Binh province for the period 2021 - 2025, with a vision to 2030...
The Provincial People's Committee has also issued a Plan to implement the Cultural Development Strategy to 2030. In November 2023, the Provincial People's Committee issued a Decision approving the Project "Preserving and promoting the cultural values of the Muong ethnic group and Hoa Binh Culture in the period of 2023 - 2030". Preserving and promoting cultural values is associated with eliminating backward customs, aiming to turn the cultural heritage of the Muong ethnic group and Hoa Binh Culture into development assets.
The province has a policy of investing in building a number of conservation areas and cultural spaces of the Muong ethnic group; restoring tangible cultural values; preserving and developing 5 community tourism spots; promoting and developing intangible cultural values of the Muong ethnic group; and strengthening propaganda and communication about Hoa Binh Culture.
In recent years, the province has implemented planning for items in the Muong ethnic cultural space conservation area associated with tourism development in Phong Phu commune (Tan Lac); coordinated with the Institute of Music and localities to complete the scientific dossier of Mo Muong cultural heritage to submit to the Prime Minister for submission to UNESCO. The province has also conducted an inventory and collection of Muong ethnic intangible cultural heritage, thereby directing specific solutions to preserve and promote more effectively the unique cultural values of the Hoa Binh people.
Thanks to that, the system of rich and valuable tangible and intangible cultural heritages of ethnic groups has been invested in to preserve and promote effectively, spreading widely in the community. The relationship between preserving, exploiting and developing cultural heritages associated with sustainable tourism development, improving the material and spiritual life of the people is being handled harmoniously by the province. Therefore, even though in the future there will no longer be an administrative place named Hoa Binh province, or a clear geographical boundary between the four Muongs of Bi, Vang, Thang, Dong, etc., there will still be cultural sediments and cultural identity of Hoa Binh people.
