Master technology to develop

Mastering new technology will take the initiative in production, reducing dependence on foreign countries.

Vietnam is making efforts to call for international investment to apply high technology in the country's technology-based development strategy. However, Vietnam cannot passively apply foreign technology but needs to have a specific strategy and proactive solutions in receiving investment in which mastering technology plays a key role.

Catch up with world trends

Following NVIDIA Corporation's cooperation with the Vietnamese Government in early December 2024 to build an AI research and development (AI R&D) center, in early June, Qualcomm Corporation launched its third largest AI R&D center in the world in Vietnam.

The problem is that mastering technology is not about universal technology but about mastering core technology - basic, key technology. This is the basis for developing other applied technologies. Those who master and own new technologies will take the initiative in production, reduce dependence on foreign technology, and at the same time create added value in their country's key industries.

According to Mr. Nguyen Trung Chinh, Chairman of the Board of Directors - Executive Chairman of CMC Technology Group, Vietnam is facing a great opportunity in digital transformation and AI transformation. CMC clearly defines its mission as not only business development, but also making substantial contributions to the national technological autonomy capacity, accompanying the Government in realizing the goal of Resolution 68-NQ/TW dated May 4, 2025 of the Politburo to develop the private economy to truly become an important driving force of the economy. CMC has built the C.OpenAI ecosystem - an open AI technology platform, researched and developed with more than 25 core technologies with the goal of creating AI products and solutions that can be widely applied in management, operation and socio-economic development.

The Military Industry and Telecommunications Group (Viettel) has also mastered the core technology of high-tech defense products. During a working session with Viettel in 2024 on the T-09 program and high-tech defense industry research and production activities, Prime Minister Pham Minh Chinh commented: "Products researched and developed by Viettel - especially strategic products - will contribute to creating the foundation for building the defense industry". In the civil sector, in November 2024, Viettel Group began to widely commercialize the 5G Open RAN "Make in Vietnam, Made by Viettel" broadcasting station. This is the world's first 5G Open RAN (Radio Access Network, RAN) broadcasting station using Qualcomm chipsets, jointly researched and developed by Viettel High Tech (Viettel High Technology Industry Corporation) and Qualcomm Group (USA). Before the Open RAN project in cooperation with Qualcomm, Viettel had developed and mastered the system of 4G and 5G BTS base stations, and successfully deployed these products on its network. These are Viettel's fundamental steps in realizing its vision of mastering technology, laying the foundation for the national telecommunications industry. Ms. Jeanette Whyte, Director of Policy of the Global Mobile Association GSMA in Asia - Pacific, said that more and more carriers are deploying Open RAN, which will be a trend in the world. Open RAN helps countries and carriers transform their networks. Working with Qualcomm, Viettel can bring its products to the world market, which has a lot of potential.

The LightReading telecommunications technology site of the global information network Informa recently published an article about the potential 5G cooperation project between Qualcomm and Viettel. The article stated that Vietnam could be a 5G launch pad for Qualcomm; besides operating a large domestic mobile network, Viettel also has an international footprint including countries such as Cambodia, Myanmar and even Peru.

Focus on R&D

In fact, to master core technology, it is necessary to master the R&D stage, invest seriously, systematically and appropriately in R&D. To practice R&D effectively, one must ensure the following factors: Accept change, understand data, develop skills, manage projects well, communicate clearly, maintain ethics (respect privacy, ensure data security, etc.)

Last May, the Vietnam Software and Information Technology Services Association (VINASA) organized the Vietnam - Asia DX Summit 2025 in Hanoi with the theme "Mastering technology - Breakthrough, rise up". According to information at this event, Vietnam is focusing on researching and developing a number of strategic technology groups, including AI, data science, Internet of Things, 5G, 6G mobile networks, Blockchain, semiconductors, network security, etc. By 2025, Vietnam will have more than 54,500 digital technology enterprises. Some large corporations such as Viettel, CMC, FPT, VNPT, Misa, One Mount, etc. have taken on the task of developing core technology products to solve some of the country's major problems. Vietnam currently has more than 1,000 digital technology enterprises exporting services to major markets such as the US, Japan, Europe, Korea, Australia, etc., generating billions of USD in revenue each year.

At Vietnam - Asia DX Summit 2025, Mr. Nguyen Van Khoa - Chairman of VINASA Association, General Director of FPT Corporation - commented: "This is a golden time for technology enterprises to take advantage of the Government's support policies and exploit the potential digital transformation market".

List of strategic products and technologies

On June 12, 2025, Prime Minister Pham Minh Chinh signed Decision No. 1131/QD-TTg promulgating the List of strategic technologies and strategic technology products, including 11 strategic technology groups with 35 strategic technology product groups. Thus, after a consultation process, the Vietnamese Government has officially identified the strategic technologies that the country must proactively invest in, develop and master.
