Lam Dong province is accelerating efforts to resolve obstacles for two key expressway projects.

On the morning of May 14th, Mr. Nguyen Hong Hai, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Lam Dong Provincial People's Committee, chaired a working session with relevant departments, agencies, and localities regarding the implementation of the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects.

Comrade Nguyen Hong Hai, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Lam Dong Provincial People's Committee, chaired the meeting.

The meeting aimed to focus on resolving difficulties and obstacles in land clearance, compensation, resettlement support, mineral resources, forestry, and disbursement of public investment capital for the two key expressway projects in the province.

During the meeting, representatives from the Department of Agriculture and Environment stated that many localities still face difficulties in verifying land ownership, especially in cases where land has been transferred through multiple owners using handwritten documents, where legal procedures have not been completed, or where the land originated from agricultural or forestry farms.

Some localities such as Gia Hiep, Bao Lam 2, Ninh Gia... still face difficulties related to national defense land, determining land inside and outside residential areas, identifying land groups, and the status of land use right certificates that are mortgaged to banks.

Regarding issues related to compensation and resettlement policies, localities reported difficulties in applying policies to transitional projects; low land compensation rates in some areas of Di Linh, Gia Hiep, and Duc Trong. There are also no specific guidelines for supporting vocational retraining for households whose land has been expropriated.

In addition, some remaining land areas after reclamation are unsuitable for production or have not yet had their land users identified, which also complicates land clearance efforts.

Regarding the mineral sector, the Department of Agriculture and Environment stated that the Tan Phu - Bao Loc Expressway Project currently overlaps with approximately 224 hectares of planned bauxite mining area, equivalent to about 36.4 km of route.

Regarding the economic efficiency assessment of bauxite mineral recovery, Tan Phu - Bao Loc Expressway Investment Company Limited has submitted a request for appraisal of the socio-economic efficiency assessment report on bauxite mineral recovery within the project area.

The Department of Agriculture and Environment held a meeting on May 6th to request the investor to supplement and clarify several issues related to the volume of ore to be recovered, the mineral management plan, and its conformity with the design documents and land clearance.

Regarding the Bao Loc - Lien Khuong Expressway Project, the Bao Loc - Lien Khuong Expressway BOT Joint Stock Company has submitted a report assessing the economic efficiency of bauxite mineral recovery; the Department of Agriculture and Environment is currently reviewing and finalizing the dossier in accordance with regulations.

In the forestry sector, for the Tan Phu - Bao Loc Expressway Project, the Provincial People's Committee has agreed on a plan for Tan Phu - Bao Loc Expressway Investment Company Limited to pay over 94.679 billion VND to plant replacement forests for the area where forest land use has been converted.

However, the company proposed to pay over 56.922 billion VND upfront, with the remaining 37.757 billion VND to be paid later after being added to the BOT contract by the state's capital contribution.

Regarding the Bao Loc - Lien Khuong Expressway Project, Bao Loc - Lien Khuong Expressway BOT Joint Stock Company has completed the payment of reforestation fees to the State budget.

At the meeting, representatives from departments, agencies, and localities reported on the progress of the relevant tasks and proposed numerous solutions to overcome difficulties and obstacles arising during the project implementation.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested that departments, agencies, and localities continue to proactively coordinate to resolve difficulties and obstacles; and urgently complete dossiers related to land, minerals, forestry, and compensation and site clearance work to ensure the progress of key expressway projects in the province.

Comrade Nguyen Hong Hai emphasized that localities need to focus on reviewing each specific case, strengthening dialogue and propaganda to create consensus among the people; at the same time, accelerate the disbursement of public investment capital, ensuring that projects are implemented according to the set plan.
