Not only has he successfully completed his task of managing and protecting the sovereignty and security of the sea and islands, Lieutenant Colonel Nguyen Van Hieu also stands out as a pioneer in propagating and disseminating laws to fishermen, helping them feel secure going out to sea, sticking to the sea and strictly complying with regulations.

Born in the coastal countryside of Ninh Binh , from a young age, Mr. Hieu understood the hardships and dangers of the maritime profession. After graduating from the Naval Academy, he worked at Border Guard Squadron 2 since 2012 and became the youngest captain of the Border Guard force of Quang Ninh province. Not only demonstrating solid professional capacity, he is also highly appreciated for his sense of responsibility and creativity in mass mobilization work, especially in propagating the law to fishermen.

With the viewpoint of “talking so that people understand, doing so that people believe, and acting so that people follow”, Lieutenant Colonel Nguyen Van Hieu directly develops plans, compiles content, and participates in propaganda and dialogues with fishermen. From fishing ports, ship docks to patrols in the middle of the ocean, he has organized many propaganda sessions closely related to the practical lives of soldiers and fishermen. Without a podium or blackboard, his law dissemination sessions always take place in a close, practical atmosphere, helping people to easily understand and implement.

With a large area, spanning many coastal localities, where many fishing activities are taking place, Lieutenant Colonel Nguyen Van Hieu has proactively deployed mobile propaganda models, accompanying fishermen on each voyage. From 2020 to present, he has participated in hundreds of propaganda sessions, mobilizing fishermen not to violate foreign waters, not to use destructive tools in fishing, to know how to identify legal fishing areas and handle emergency situations.

In addition to disseminating the law, Lieutenant Colonel Nguyen Van Hieu is also a shock commander on the fronts of preventing and combating violations and crimes; fighting against illegal exploitation, smuggling, and encroachment on the sea. From 2020 to present, Mr. Hieu has participated in detecting and handling 50 cases, with 50 vehicles and 120 violators. At the same time, he also directly participated in 5 rescue operations, ensuring the safety of 31 crew members, supporting the reinforcement of houses, and safely anchoring ships and boats for more than 1,600 households during the rainy and stormy season.

With constant efforts, in 2024, Lieutenant Colonel Nguyen Van Hieu excellently won the A prize in the video clip contest "Youth of the Army volunteering to carry out the dissemination and education of law" organized by the General Department of Politics of the Vietnam People's Army and won the first prize in the All-round Squadron Leader Contest organized by the Border Guard Command.
