According to the People's Committee of Lao Cai province, the fight against tobacco smuggling and illegal use is an important, ongoing, and long-term task requiring the decisive involvement of the entire political system. In this, grassroots political organizations play a decisive role, and the local governments of communes and wards are the core force in organizing and implementing the campaign. Heads of departments, agencies, and localities will be held directly accountable to the Chairman of the People's Committee of Lao Cai province if violations occur within their areas of responsibility.

The Vietnam Fatherland Front Committee of Lao Cai province is working closely with all levels of government to promote propaganda and mobilize members, affiliates, and the people to actively participate in the nationwide movement to combat violations related to tobacco. The Party Secretaries of communes and wards are responsible for leading and directing the entire political system at the grassroots level to effectively participate in this work.
To enhance the effectiveness of the fight against smuggling, the People's Committee of Lao Cai province has directed the Provincial Police to instruct its operational units and commune-level police to strengthen intelligence gathering, especially in cyberspace and key areas. The police force will proactively patrol, control, establish special cases, and thoroughly address the root causes of illegal smuggling, transportation, production, sale, and storage of tobacco products. Simultaneously, they will coordinate to expedite investigations, prosecutions, and trials, and publicly disclose the results of the handling process through mass media to enhance deterrence and prevention.
Along the border, the Lao Cai Provincial Military Command directed the Border Guard forces to strengthen patrols and controls at border gates, trails, and open passages; linking the task of ensuring security and order with the prevention and combating of smuggling of cigarettes, e-cigarettes, and heated tobacco products. Emphasis was also placed on propaganda work to raise awareness among border residents and prevent complicity in illegal activities.
Market management forces are focusing on inspecting and strictly handling acts of trading and storing smuggled cigarettes and new generation tobacco products. Alongside inspection activities, authorities are intensifying propaganda about the harmful effects of tobacco and encouraging businesses to sign commitments not to participate in or abet the trade of smuggled goods or goods of unknown origin.

The People's Committee of Lao Cai province also requested the Department of Industry and Trade to coordinate with the Department of Health, the Department of Finance, and other relevant units to research and advise on perfecting mechanisms and policies on preventing and combating the harmful effects of tobacco; and to propose additional penalties for the use and possession of e-cigarettes and heated tobacco products when requested.
The People's Committee of Lao Cai province requests that departments, agencies, and the People's Committees of communes and wards implement regular and ad hoc reporting as prescribed, serving the purpose of compiling, evaluating, and promptly proposing solutions to improve the effectiveness of preventing and combating tobacco smuggling and illegal use in the area.
