Establish a State Steering Committee for nationally important and key energy sector projects.

Prime Minister Pham Minh Chinh signed Decision No. 2433/QD-TTg on November 4, 2025, establishing the State Steering Committee for National Key Programs, Works, and Projects in the Energy Sector (the Steering Committee).

The Steering Committee is an inter-agency coordinating organization as stipulated in Decision No. 23/2023/QD-TTg dated September 18, 2023, of the Prime Minister .

The Steering Committee is responsible for assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral issues in the implementation of national key programs, projects, and projects in the energy sector.

Deputy Prime Minister Bui Thanh Son serves as the Head of the Steering Committee.

According to the above Decision, the Head of the Steering Committee is Deputy Prime Minister Bui Thanh Son.

The Deputy Heads of the Steering Committee include: Minister of Industry and Trade Nguyen Hong Dien (Permanent Deputy Head), and Deputy Minister of Finance Nguyen Thi Bich Ngoc.

The Steering Committee members include: Deputy Minister of Industry and Trade Nguyen Hoang Long (Permanent Member); Deputy Minister of Science and Technology Vu Hai Quan; Deputy Minister of Construction Pham Minh Ha; Deputy Minister of Agriculture and Environment Le Cong Thanh; Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Head of the Government Office Nguyen Sy Hiep; Deputy Minister of Justice Nguyen Thanh Tu; Deputy Minister of Public Security, Lieutenant General Pham The Tung; and Deputy Chief of the General Staff of the Vietnam People's Army, General Huynh Chien Thang.

Duties and powers of the Steering Committee

The Steering Committee is tasked with assisting the Prime Minister in researching, advising, recommending, and proposing directions and solutions to address important, inter-sectoral issues to ensure the progress of national key programs, projects, and energy sector projects in accordance with regulations and resolutions of the National Assembly and the Government, as well as decisions and directives of the Prime Minister.

At the same time, the Steering Committee assists the Prime Minister in directing, coordinating, and urging relevant ministries, localities, agencies, and organizations to resolve important, inter-sectoral issues in the implementation of national key programs, projects, and energy sector projects, including the following tasks:

- Organize the implementation of projects and works according to assigned functions and tasks; coordinate closely and effectively in advising and proposing solutions and measures for the implementation of projects and works; promptly report difficulties and obstacles beyond their authority and propose solutions for the Prime Minister to consider and decide.

- Directing, monitoring, and urging project owners, consulting organizations, and contractors to carry out the tasks identified in the approved planning, investment policies, or approval decisions for each component project to ensure construction progress and quality.

- Directing, monitoring, and urging the resolution, within their authority, of difficulties and obstacles related to land clearance for nationally important projects and key projects in the energy sector.

- Directing, monitoring, and urging relevant agencies, organizations, and units to implement key tasks, schemes, and projects under the Program for Energy Saving and Efficiency approved by the Prime Minister in Decision No. 280/QD-TTg dated March 13, 2019.

The decision states that the list of national key programs, works, and projects, priority projects in the energy sector, and schemes under the direction of the Steering Committee shall be proposed by the Ministry of Industry and Trade and submitted to the Prime Minister for approval in accordance with the requirements of each stage.

The Ministry of Industry and Trade is the Standing Agency of the Steering Committee.

The decision states that the Ministry of Industry and Trade is the Standing Agency of the Steering Committee.

The Steering Committee is assisted by the Steering Committee Office located at the Ministry of Industry and Trade and a Secretariat consisting of leaders and civil servants working concurrently within the Government Office.

The Minister of Industry and Trade, Deputy Head of the Steering Committee, decides on the establishment, tasks, and staffing of the Steering Committee Office (the staffing of the Steering Committee Office is part of the administrative staff of the Ministry of Industry and Trade); utilizes the Steering Committee Office and its apparatus to assist the Steering Committee; develops the Steering Committee's operational regulations for the Head of the Steering Committee to sign and promulgate; develops work plans and programs, compiles reports, recommendations, and drafts conclusions for the Steering Committee's meetings; periodically reports and makes recommendations on the implementation of national important programs, projects, and key projects in the energy sector.

The Minister and Head of the Government Office decided to establish a Secretariat to assist the Steering Committee; preside over the review and submission to the Prime Minister, Deputy Prime Minister, and Head of the Steering Committee for consideration and decision on reports and recommendations regarding the work plan, program, and activities of the Steering Committee, and matters related to important national programs, projects, and key projects in the energy sector.
