Consulting on the Draft Decree regulating the authority, order, procedures for granting, re-granting, and revoking certificates of practice in the preservation, restoration, and rehabilitation of relics; certificates of eligibility for business in the preservation, restoration, and rehabilitation of relics

The Ministry of Culture, Sports and Tourism is soliciting comments on the Draft Decree regulating the authority, order and procedures for granting, re-granting and revoking certificates of practice in the preservation, restoration and rehabilitation of relics; certificates of eligibility for the business of preserving, restoring and restoring relics; certificates of eligibility for the business of appraising relics and antiques; certificates of eligibility for the business of relics and antiques; certificates of practice in the business of relics and antiques.

The purpose of developing the Decree is to continue institutionalizing the Party and State's policies and guidelines on culture and cultural heritage. Amending and perfecting the current legal provisions on cultural heritage, overcoming institutional limitations and shortcomings, creating a legal basis for new developments in activities to protect and promote the value of cultural heritage; ensuring inheritance, unity and synchronization. Improving the effectiveness and efficiency of state management, promoting decentralization and delegation of power; perfecting, making transparent and simplifying administrative procedures, creating conditions for individuals and organizations to reform administrative procedures associated with controlling and supervising implementation, ensuring unified management from the central to local levels in the field of cultural heritage.

Accordingly, the Draft Decree is structured into 5 chapters and 27 articles stipulating the authority, order, procedures for granting, re-granting, and revoking certificates of practice in the preservation, restoration, and rehabilitation of relics; certificates of eligibility for the business of preserving, restoring, and restoring relics; certificates of eligibility for the business of appraising relics and antiques; certificates of eligibility for the business of relics and antiques; certificates of practice in the business of relics and antiques.

This Decree details the authority, order, procedures for granting, re-granting, and revoking certificates of practice in the preservation, restoration, and rehabilitation of relics; certificates of eligibility for the business of preserving, restoration, and rehabilitation of relics; certificates of eligibility for the business of appraisal of relics and antiques; certificates of eligibility for the business of relics and antiques; and certificates of practice in the business of relics and antiques.

Subjects of application This Decree applies to domestic and foreign organizations and individuals when conducting activities of registration for granting certificates of practice in preservation, restoration and rehabilitation of relics; certificates of eligibility for business in preservation, restoration and rehabilitation of relics; certificates of eligibility for business in appraisal of relics and antiques; certificates of eligibility for business in relics and antiques; certificates of practice in business in relics and antiques.

To solicit broad opinions from agencies, organizations and individuals in accordance with the provisions of the Law on promulgation of legal documents, the Electronic Information Portal of the Ministry of Culture, Sports and Tourism publishes the full text of the Draft Decree stipulating the authority, order and procedures for granting, re-granting and revoking certificates of practice in the preservation, restoration and rehabilitation of relics; certificates of eligibility for the business of preserving, restoring and restoring relics; certificates of eligibility for the business of appraising relics and antiques; certificates of eligibility for the business of relics and antiques; certificates of practice in the business of relics and antiques.
