(NLDO) - The Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena has added several cases and incidents with signs of wastefulness to its monitoring and guidance list.
On March 25, the Standing Committee of the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena (the Steering Committee) held a meeting to discuss and provide feedback on the results of implementing the conclusions of General Secretary To Lam since the 27th session of the Steering Committee.

Disciplinary action was taken against 819 party members, including 57 officials under the central government's management.
At the meeting, the Standing Committee of the Steering Committee assessed that Party committees, Party organizations, and functional agencies at all levels had made many efforts, coordinated closely, and seriously and effectively implemented the Conclusion of the General Secretary and Head of the Steering Committee.
The fight against corruption, waste, and negative practices continues to be implemented decisively and systematically, without any forbidden areas or exceptions, and is increasingly meeting the requirements of Party building and the socio-economic development of the country.
Since the 27th session, prosecuting agencies nationwide have initiated investigations into 1,132 cases involving 2,188 defendants, prosecuted 1,201 cases involving 2,373 defendants, and conducted first-instance trials in 756 cases involving 1,672 defendants for corruption, economic, and official misconduct crimes. Regarding cases under the supervision and direction of the Steering Committee, one new case has been initiated; 25 additional defendants have been charged in 7 cases; investigations have been concluded in 3 cases involving 76 defendants; supplementary investigations have been concluded in 1 case involving 7 defendants; indictments have been issued in 4 cases involving 46 defendants; first-instance trials have been conducted in 3 cases involving 40 defendants; and appellate trials have been held in 3 cases involving 149 defendants.
In particular, the investigation into the case at Phuc Son Group has been concluded; indictments have been issued for cases at Vietnam Electricity Group, Vietnam Tea Corporation, and Thai Duong Group; and the first-instance and appellate trials of several key cases have been completed according to the Steering Committee's plan, including: the case at the Saigon - Dai Ninh project (Lam Dong); the case at the Phan Thiet coastal tourism urban area project, Phu Thuy ward, Phan Thiet city, Binh Thuan province; the case at the Vietnam Register and related units; and the case at the Vietnam Computer Emergency Response Center (VNCERT), Ministry of Information and Communications.
The Central Inspection Commission, Party committees, and inspection commissions at all levels have completed the inspection and strictly handled Party organizations, cadres, and Party members who violated regulations related to the cases and incidents that occurred at AIC Company, Phuc Son Group, and Thuan An, in accordance with the conclusions of the Steering Committee.
Through inspections, disciplinary action has been taken against 381 Party organizations and 819 Party members; including 57 officials under the management of the Central Committee. Specifically, from the beginning of 2025 to the present, the Politburo, the Secretariat, and the Central Inspection Committee have disciplined 4 officials under the management of the Central Committee.
The Government and the Prime Minister have focused on leading and directing ministries, sectors, and localities to review and address long-standing projects and those at risk of loss and waste. They have reviewed, classified, and addressed 1,315 public investment projects, non-budgetary investment projects, and PPP projects facing difficulties and obstacles. They have also urgently directed inspections and the resolution of difficulties and obstacles related to the construction projects of the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital, striving to put them into operation in 2025 as per the conclusion of the General Secretary and Head of the Steering Committee.

The investigative agencies of the Ministry of Public Security and local police have initiated investigations into several cases of wastefulness following the principle of "handling one case to warn the entire region and sector," such as: the case of "Receiving bribes; Violating regulations on bidding causing serious consequences" occurring at the Ministry of Agriculture and Rural Development, Hoang Dan Company Limited and related units; the case of "Violating regulations on the management and use of state assets causing losses and wastefulness" occurring at Vietnam Cement Corporation (VICEM) and related units…
Notably, since the 27th session, civil enforcement agencies have recovered more than 6,000 billion VND, bringing the total amount recovered since the establishment of the Steering Committee to 102,040 billion VND.

At the meeting, the Standing Committee of the Steering Committee emphasized that in the coming period, the Party and the State are simultaneously implementing many important revolutionary policies and decisions to develop the country.
Speaking at the meeting, emphasizing several key tasks for the coming period, General Secretary To Lam requested a strengthening of the fight against corruption, waste, and negative practices, linked to the completion of the restructuring and streamlining of the organizational apparatus and administrative units at all levels of the political system; resolutely preventing corruption, waste, and negative practices from occurring. Party committees and leaders at all levels must provide close leadership and guidance, strengthen inspection and supervision, and absolutely prevent "lobbying," "group interests," corruption, waste, and negative practices in personnel work and in the allocation and use of offices and public assets of agencies, units, and localities when implementing the restructuring of the organizational apparatus and administrative units...
The Party Committee of the Government directs the urgent completion of a comprehensive review of public assets of agencies, units, and localities nationwide to develop plans for management, allocation, and utilization after the reorganization and streamlining of the organizational structure and administrative units at all levels, ensuring efficiency, proper purpose, and preventing loss, waste, corruption, and negative practices. The process of handling unused, underutilized, or misused public land and buildings must be completed within 2025.
Resolving the cases that occurred at Thuan An Group, AIC Company...
The General Secretary requested a focus on inspecting, investigating, and decisively handling cases of corruption, waste, and negative practices related to personnel for Party congresses at all levels and the 14th National Party Congress. In particular, he called for the thorough investigation and handling of cases related to Thuan An Group, AIC Company, Xuyen Viet Oil Company (Phase II), and the Nha Trang airport project… The goal is to complete the investigation, prosecution, and trial of 21 cases and the verification and handling of 5 cases by the end of 2025, as per the Steering Committee's plan.
The General Secretary emphasized the need for more significant changes in the fight against waste, especially focusing on decisively addressing projects that are behind schedule, stalled, prolonged, inefficient, and causing significant losses and waste. This will contribute to the effective mobilization and utilization of resources to serve the goal of achieving economic growth of over 8% in 2025 and double-digit growth in subsequent years. The Government, ministries, sectors, and localities should continue to thoroughly review and clarify the causes of delays and prolonged stalling; propose solutions and clearly define the authority to handle each project, avoiding shirking responsibility, and ensuring that projects are put into operation and use as soon as possible; completing the solutions before June 30, 2025.
Issue the inspection conclusions (before March 31, 2025) and direct the removal of difficulties and obstacles, bringing the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital in Ha Nam province into operation before December 31, 2025; focus on removing difficulties and obstacles, and promptly put into operation renewable energy projects and projects to address flooding caused by tides in Ho Chi Minh City.

Conduct thematic inspections and audits in several localities with numerous projects and works using state budget funds that have been stalled for a long time and pose a high risk of loss and waste; complete thematic inspections on preventing waste in the management and use of land and property managed by state agencies, organizations, and enterprises in 2025.
The General Secretary emphasized the continued implementation of comprehensive solutions to prevent corruption, waste, and negative practices. The focus is on promoting comprehensive digital transformation in accordance with Resolution 57 of the Politburo. This includes strongly reforming administrative procedures based on digital transformation and the application of artificial intelligence (AI), innovating governance and management methods, enhancing transparency, accountability, minimizing contact, and eradicating harassment and inconvenience to citizens and businesses, while simultaneously reducing compliance costs and improving labor productivity. It also stressed the importance of promoting cashless payments to effectively control assets and income.
Also at this meeting, the Standing Committee of the Steering Committee agreed to include several cases and incidents with signs of wastefulness under the Steering Committee's monitoring and direction, including: the case of "Violation of regulations on the management and use of state assets causing loss and waste" related to irregularities at the project of the Center for Operations and Commercial Transactions building, Vietnam Cement Corporation (VCEM); the Hoi Xuan hydropower project in Thanh Hoa province; the project to build the headquarters of the Ministry of Foreign Affairs; and Sub-project 2 (Lim - Pha Lai), belonging to the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line project.
A culture of integrity and avoiding waste should be as essential as "food, water, and clothing every day."
The General Secretary proposed the widespread and substantive implementation of tasks and solutions regarding education on diligence, frugality, integrity, impartiality, and selflessness; fostering a culture of integrity, free from corruption, waste, and negativity, making it a conscious and voluntary practice, "as essential as daily food, water, and clothing" for cadres, Party members, and the people.
