Lung Cu commune currently has 37 villages with over 15,100 inhabitants. As a border area with a fragmented terrain and scattered population, many villages are classified as particularly disadvantaged, so the local authorities have determined that the arrangement of residential units must be appropriate to the actual conditions.
To implement the reorganization and streamlining of villages, the People's Committee of Lung Cu commune ( Tuyen Quang province) established a Steering Committee for Village Reorganization. At the second meeting of the Steering Committee, delegates assessed the progress of task implementation, reviewed the current population, infrastructure, and related conditions to finalize the reorganization plan.

According to the proposed plan, the number of hamlets in the commune will be reduced from 37 to 16 or 15. The hamlet of Cẳng Tằng is proposed to remain unchanged due to its location in a border area, its isolated terrain, and the unfavorable transportation conditions for merger.
During the planning process, Party branch secretaries, village heads, and people's representatives contributed opinions on geographical location, customs and traditions, population size, transportation conditions, and cultural similarities between the villages slated for merger.
According to the Steering Committee, all participating citizens expressed their agreement with the policy of reorganizing villages, considering it a necessary solution to streamline the administrative apparatus and improve the efficiency of the political system at the grassroots level.
Notably, Lo Lo Chai village, known as the " World's Best Tourist Village," is proposed to be merged with Seo Lung village. After the merger, the new unit is expected to retain the name Lo Lo Chai.
Mr. Sinh Di Gai, Head of Lo Lo Chai village, said that the choice of this name stemmed from the fact that Lo Lo Chai is currently a central area with favorable conditions for socio-economic development and has built a famous tourism brand both domestically and internationally.

Currently, Lo Lo Chai village has 123 households. After merging with Seo Lung, the population is expected to increase to 179 households.
According to Mr. Gai, merging the two villages will not only reduce administrative layers but also expand development space, strengthen community ties, and create conditions for more effective exploitation of tourism and service potential, as well as local economic development.
According to the plan, Lung Cu commune is finalizing the review process, gathering opinions, and developing the final plan to submit to the competent authorities for consideration and approval before June 30th.
Mr. Duong Ngoc Duc, Secretary of the Party Committee and Chairman of the People's Council of Lung Cu commune, emphasized that the rearrangement and merger of villages must be carried out in a transparent and democratic manner, ensuring the consensus of the people. He also requested that members of the Steering Committee continue to promote propaganda work, understand the thoughts and aspirations of the people, and carefully review the options to select the one that best suits the actual conditions of each locality.
