To shorten the processing time for administrative procedures, the Provincial People's Committee has directed departments and agencies to implement a streamlined process, reducing the processing time for administrative procedures under the "green lane" priority mechanism. Four groups of administrative procedures, comprising 49 specific procedures, are prioritized and processed under this "green lane" mechanism. These include 19 procedures related to investment and businesses; 12 procedures related to construction and real estate; 14 procedures related to land, forestry, and minerals; and 4 procedures related to employment. All these procedures have seen a 30-60% reduction in processing time. This is a groundbreaking step, demonstrating decisiveness, creativity, and a transparent and favorable mechanism for businesses investing in the province.
To ensure the effective implementation of the "green lane" mechanism, the Provincial People's Committee has thoroughly decentralized and delegated authority to relevant units, focusing on areas with direct, widespread impact and a significant contribution to growth. One notable point in implementing the "green lane" mechanism is that departments, agencies, and localities are not allowed to request additional documents from citizens and businesses more than once after receiving valid applications; simultaneously, a hotline has been established to promptly receive and process feedback and suggestions from organizations and citizens. With the synchronized and responsible involvement of all levels and sectors, from July 1st to December 31st, 2025, agencies and units in the province received and processed 16,730 administrative procedure applications from citizens and businesses under the prioritized "green lane" mechanism.
The complete waiver of fees and charges for all administrative procedures implemented through online public services under the authority of the Provincial People's Council is also one of the outstanding achievements of 2025. This policy is both popular with the people and demonstrates Thanh Hoa's determination in promoting the use of online public services. The fee waiver applies to 42 administrative procedures in 7 fields. These include 9 procedures in the natural resources and environment sector, 5 in the land sector, 17 in the civil registration sector, 2 in the labor and employment sector (for foreigners), 5 in the construction sector, 1 in the sports sector, and 3 in the business registration sector. Citizens and businesses do not have to pay fees or charges when submitting applications online through the National Public Service Portal. Resolution No. 12 has created a new direction and sent a clear message that "digital transformation must be for the direct and practical benefit of citizens and businesses."

Resolution No. 12 is not only a policy to support people and businesses, but also a concrete solution to implement the goals of reforming the public administration model, encouraging people to change their habits from submitting applications "in person" to "online". When cost is no longer a barrier, people will have greater motivation to change their administrative habits, shifting from "going to request documents" to "self-service". From July 1st to December 31st, 2025, the entire province received 247,802 online applications under Resolution No. 12 of the Provincial People's Council, helping people and businesses save more than 86.6 billion VND in fees and charges.
To meet the increasingly high expectations of the business community and the people in resolving administrative procedures, many new models and initiatives have been researched and applied in practice by departments, sectors, and localities. A prime example is the "AI Robot Operation" initiative in Trieu Son commune, which has been put into use at the Public Administrative Service Center. The AI robot uses the Vietnamese language and is capable of communicating, advising, and guiding people to obtain queue numbers, scan QR codes to look up information, and direct them to the appropriate document processing counter. This initiative has significantly reduced the workload for officials and civil servants and created convenience for people in carrying out administrative procedures. Continuing to promote the effectiveness of the "Friendly Government for the People's Service" model implemented in previous years, immediately after the two-tiered local government system came into operation, Thanh Hoa province piloted this model at the People's Committees of four communes: Van Loc, Ngoc Trao, Minh Son, and Tho Phu, to build a transparent, effective, and efficient administrative system. In addition, Thanh Hoa province has issued regulations allowing the chairman of the People's Committee at the commune level to delegate authority to civil servants in the authentication process. Thanks to this delegation mechanism, the processing time for authentication documents has been significantly shortened, reducing congestion during peak hours.
2025 marks the final year of the breakthrough initiative "Promoting administrative reform and creating a transparent and attractive investment environment" for the 2021-2025 period. It is also a significant year as the province transitions from a three-tiered to a two-tiered local government system. With a large volume of work to be done, Thanh Hoa province has made strenuous efforts and achieved many important results, creating a strong shift in administrative reform.
