When workers have a stable, qualified and safe place to live, they will work better, have better quality, be more productive, and be more attached to the business. A convenient place to live and work also shortens travel time and reduces traffic congestion. Accordingly, labor productivity also increased," Mr. Tam acknowledged.
The implementation of housing for industrial park workers is still slow while the demand is great.
In the Housing Law, a chapter is devoted to regulations on social housing. The Law on Real Estate Business, the Land Law (amended) and the Law on Credit Institutions (amended) have also introduced many preferential mechanisms and policies for building houses for industrial park workers.
The VND 120.000 billion program for social housing with low interest rates has also been implemented. Decree 35 on the management of industrial parks and economic zones (EZs) also requires that one of the conditions for investing in lowering industrial parks is to plan worker housing areas...
In Resolution No. 01 dated January 5, 1, the Prime Minister requested that in 2024 efforts be made nationwide to complete about 2024 thousand social housing apartments.
"The above regulations and policies are opportunities and also decisive factors for Vietnam's successful development of industrial parks and economic zones," Mr. Tam said.
However, according to Mr. Tam, the implementation of housing for industrial park workers is still slow, while the demand is very great. If we do not become more drastic, stronger, and soon amend policy mechanisms accordingly, we are afraid that the goal of having 1 million social housing units will not be achieved.
Vietnam currently has 4,5 million workers working directly in industrial parks and economic zones. Of these, 2 million workers are in need of housing. According to the Vietnam General Confederation of Labor, the number of workers outside of industrial zones in need is even greater. The General Confederation's survey shows that more than 60% of workers rent accommodation in buildings that lack amenities, do not guarantee a living environment, and lack safety.
According to data from the Ministry of Planning and Investment, by the end of 2023, the country will have 416 industrial parks established, of which 293 industrial parks will be in operation. However, among them, very few industrial parks are developed synchronously with complexes including factories, company offices, housing areas for workers, commercial areas to serve people working in industrial parks, lake park, entertainment area for workers and employees.
Forming a social housing fund and developing rental housing
According to Mr. Tam, the policy of building 1 million housing units for low-income people and industrial park workers is very suitable for industrial parks.
Many industrial park investors pursue the idea of planning an industrial park complex with an industrial park ecosystem and industrial park developed synchronously attached to the complex, including factories, company offices, housing areas for workers, and industrial parks. The commercial area serves people working in industrial parks, lake parks, and entertainment areas for employees and workers.
However, it is very difficult for industrial park investors to do so because the mechanisms, policies, regulations and procedures still have many shortcomings. Only when the state really focuses and drastically removes problems will it solve the problem of social housing and housing for workers and the 1 million-house project will be successful.
“We agree with the views on developing housing for workers that the Prime Minister emphasized at the conference on March 16. We hope localities will seriously follow the Government's instructions. Accordingly, localities must really pay attention and reserve land funds to build housing for industrial park workers. In the local socio-economic development plan, there should be targets for the development of social housing and housing for workers.

From the actual needs and income of workers, Mr. Tam believes that it is necessary to increase the type of rental housing with different preferential conditions than current programs. The rental method will mainly be suitable for industrial parks. At the same time, businesses are allowed to rent houses to their employees. Incentives and increasing the proportion of rental housing will be a factor in accelerating the project of at least 1 million social housing apartments.
At the same time, the State needs to research to soon form a social housing fund. It is necessary to soon issue a Decree guiding the Law on Real Estate Business, the Land Law (amended), the Law on Credit Institutions, amending the tax law... to synchronize with the Housing Law (amended).
In addition, it is necessary to lower lending interest rates with support capital of VND 120.000 billion to suit practical conditions in each period. Lending procedures also need to be more convenient.
