Choosing between Polytechnic and Technical Education

I feel that my academic ability is not very good, I am weak in English, I plan to study Control Engineering and Automation but I don't know which school to choose.

For Control and Automation Engineering, I am hesitant between Ho Chi Minh City University of Technology, Ho Chi Minh City National University, and Ho Chi Minh City University of Technical Education.

I am weak in English and my family does not have the means. Please advise me based on the requirements of the study program, tuition fees, and job opportunities of the two schools.
