Choosing between Polytechnic and Technical Teacher Training

I feel my academic abilities aren't very good, especially my English. I plan to study Control and Automation Engineering but I'm not sure which university to choose.

For the field of Control and Automation Engineering, I'm undecided between the Ho Chi Minh City University of Technology, Vietnam National University, and the Ho Chi Minh City University of Education and Technology.

I'm weak in English, and my family doesn't have much money. Could you please advise me on the requirements of the two schools, tuition fees, and job opportunities based on the curriculum?
