PV: Madam, at this point, the organization of the Fatherland Front congresses at the commune and district levels in Thanh Hoa province has been successfully completed. How would you assess the organization and results of the Fatherland Front congresses at the commune and district levels throughout the province?

Ms. Pham Thi Thanh Thuy: After more than 6 months of preparation and organization, the Fatherland Front congresses at the commune and district levels throughout the province have been completed, in accordance with the motto of unity, democracy, innovation, and development. It can be seen that the congresses have demonstrated the responsibility and wisdom of the delegates. The documents and materials were prepared seriously and with high quality, and opinions were widely solicited; the title of the political report and the action motto of the congress were all well-defined; the situation of the local people's strata was accurately assessed; and the results of the action program closely followed the Resolution of the 2019-2024 term congress. The section on directions, objectives, tasks, and the unified action coordination program for the 2024-2029 term has specific solutions that are appropriate to the requirements of the Fatherland Front's work in the new term.

Personnel work for the congress was given attention by Party committees at all levels, carried out according to procedures, ensuring adherence to the principles of the Party, the State, and the Charter of the Vietnam Fatherland Front; ensuring sufficient quantity, standards, and quality, with a higher percentage of women and non-Party members compared to the previous term; the re-election rate was maintained compared to the beginning of the term; the new Provincial Fatherland Front Committee ensured continuity and development; and the number of members of the new Provincial Fatherland Front Committee was ensured. Units effectively carried out propaganda work before, during, and after the congress, creating a vibrant atmosphere of emulation among the people.

It is expected that Thanh Hoa province will hold its 15th Congress of the Vietnam Fatherland Front, for the 2024-2029 term, in mid-July 2024. So, how has the preparation work progressed at this point, Madam?

- To date, the Provincial Fatherland Front Committee has established the Congress Organizing Committee; the Content Subcommittee; the Personnel Subcommittee; the Propaganda Subcommittee; and the Logistics Subcommittee to serve the Congress. The Provincial Fatherland Front Committee has conducted consultations on the draft documents through various diverse and comprehensive methods, ensuring democracy and broad participation from member organizations, current and former Fatherland Front officials, scientists , leaders, and managers.

Regarding the preparation of personnel for the Provincial Fatherland Front Committee, we have developed a personnel plan for the Provincial Fatherland Front Committee for the 2024-2029 term. Personnel participating in the Provincial Fatherland Front Committee must be based on the position and role of the Vietnam Fatherland Front, on the practical activities of the Provincial Fatherland Front in the past term, and on the requirements of the Front's work in the new situation; ensuring continuity, development, and improvement of the quality and effectiveness of the Provincial Fatherland Front Committee's activities; ensuring a reasonable number and structure; and emphasizing practicality, representativeness, and inclusiveness. A new feature in the personnel work for the 15th term is the expansion of the membership to include outstanding individuals, the rejuvenation of the workforce, and the strengthening of the representation of ethnic groups, religions, and experts; ensuring that the number of non-Party members participating in the 15th term of the Provincial Fatherland Front Committee reaches 25-30%... so that the Front truly becomes a broad, voluntary political alliance and association, representing the great national unity in the province.

It is understood that personnel matters in the upcoming Thanh Hoa Provincial Congress of the Vietnam Fatherland Front will receive special attention to meet the requirements and tasks of the Front's work in the current period. Could you provide some details on this matter?

- Recognizing that personnel selection is a decisive factor in the effectiveness and quality of the Fatherland Front's work, the Standing Committee of the Thanh Hoa Provincial Fatherland Front Committee has focused on developing a truly innovative personnel plan for the 2024-2029 term, ensuring a reasonable number and structure, and representing the exemplary image of the great national unity in the locality.

Therefore, a review and evaluation of the performance of the current Provincial Fatherland Front Committee was conducted to develop a truly high-quality personnel plan for the new term. The focus was on building a team of full-time Fatherland Front officials at all levels with good political and moral qualities; leadership capacity, prestige, dedication, responsibility, and work experience. Priority was given to nominating outstanding individuals, experts, and reputable and experienced people from various fields, social groups, ethnic groups, and religions to participate in the new Fatherland Front Committee; especially those with knowledge and skills in social monitoring and criticism…

Currently, the Provincial Fatherland Front Committee has consulted with organizations, agencies, units, and outstanding individuals expected to participate in the 15th Provincial Fatherland Front Committee, term 2024-2029, to prepare for the presentation at the congress of truly outstanding personnel who represent the great national unity bloc in the province.

One of the most important issues that delegates and people from all walks of life in the province are currently concerned about is the content of the political report to be presented at the congress. So, up to this point, how has the Thanh Hoa Provincial Committee of the Vietnam Fatherland Front prepared the draft congress documents, Madam?

- In the draft political report presented at this congress, the Standing Committee of the Provincial Fatherland Front Committee paid special attention to building and affirming the core political role of the Fatherland Front in consolidating the national unity bloc, emphasizing listening to the thoughts and aspirations of the people; carrying out supervision and criticism to protect the legitimate rights and interests of the people.

The draft documents of the XIV Provincial Committee of the Vietnam Fatherland Front (VFF) to be presented at the XV Congress of the VFF of Thanh Hoa Province, term 2024-2029, have been discussed and commented on multiple times by the Standing Committee of the Provincial VFF. The Standing Committee of the Provincial VFF has sent the draft political report for comments from Committee members, advisory council members, VFF officials and leaders from previous periods, and VFF specialists from the district to the provincial level; solicited feedback at district-level VFF congresses; organized six conferences to gather feedback on the draft political report; and then compiled all feedback and submitted it to the Standing Committee for comments on issues requiring incorporation, supplementation, and revision. The draft documents were then approved before being reported to the Provincial Party Standing Committee as per regulations.

In drafting the political report, focus on developing a concrete and practical action program for the new term of the Vietnam Fatherland Front, closely linked to the socio-economic development goals of the locality... This will enhance the role of member organizations in implementing the action program for the 2024-2029 term.
