It's worth noting that these individuals often impersonate government officials, even police officers , claiming to have extensive connections to gain people's trust before luring them into buying and selling forest land, illegally occupied land, or land temporarily managed by the State. The tactic isn't new, but it still causes many gullible people to lose their money and end up with nonexistent land.
"I have 18 years of military service and hold the rank of Major" - this was the content in several videos recorded by Mr. Pham Phu Quoc during the process of buying land in the Phu Quoc Special Economic Zone, An Giang province. Believing these claims, Mr. Quoc bought four plots of land from a group of individuals named Nguyen Ngoc Son and Do Anh Tuan. In particular, Tuan introduced himself as a Police Major with 18 years of service.
Despite having a purchase agreement, he recently discovered that three out of four plots of land were being advertised online. Contacting the group who sold him the land, he was assured that all four plots were legally owned and awaiting land title registration. The group also agreed to create a notarized agreement to reassure Quoc and his family.
To protect his land and prevent it from being put up for sale again, Mr. Quoc built a fence with stones, but the forest rangers issued a citation. It was then that he learned that the four plots of land where he built his house were on protected forest land, which is not permitted for buying, selling, or construction.

Recently in the Phu Quoc Special Economic Zone, An Giang province, the situation of fraudulent land sales with unclear origins has become increasingly complex.
According to reports, an area of over 10,000 square meters in Khu Tuong neighborhood has been illegally occupied by a group of individuals who are subdividing and selling the land plots. Each plot, measuring 6 meters wide and 27 meters long, is being sold for 130 million VND.
This is also the area where Mr. Quoc bought four plots of land. Realizing he had been cheated, he demanded a refund and requested that Nguyen Ngoc Son and Do Anh Tuan's group return the money. However, this group responded with defiant words and even showed contempt for the law.
"I'll take you to court. If you sue in Phu Quoc, I'll handle it there; if you sue in Rach Gia, I'll handle it there. I'm telling you, my uncle and my cousin are not small-time businessmen," the suspect challenged.
Ignoring warnings from local authorities and buying land based on personal connections without investigating its origin, not only Mr. Quoc but also many other people are living in fear of losing their land and money after mistakenly buying land in the Phu Quoc Special Economic Zone, An Giang province.
