Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (Resolution 98) has had a positive impact on the administrative apparatus, opening up opportunities for Ho Chi Minh City to attract talent to participate in the political system, develop science and technology, and invest in the city's infrastructure.

In accordance with Resolution 98, Thu Duc City has implemented and completed the restructuring of the city's government organization model as stipulated in Article 10 of the resolution.

Resolution 98 also provided Thu Duc City with a direction for utilizing public land and buildings for leasing, joint ventures, and partnerships. This created local resources, helping Thu Duc City maximize the use of previously underutilized land. Specifically, it facilitated the development of parks in 34 wards; the construction of new, high-quality sports and exercise facilities at schools, etc.

Regarding other tasks, Thu Duc City will address each item in detail. This includes focusing on developing technical infrastructure according to the TOD (Transit-Oriented Development) model; reviewing and finalizing the Thu Duc City master plan; effectively implementing the Saigon Riverfront Urban Development Project in Thu Duc City, as well as the digital transformation program and tourism development projects in the area.

While in 2023, Thu Duc City applied Resolution 98 to improve and reorganize its administrative apparatus for effective and efficient operation, in 2024, Thu Duc City will focus on major projects to significantly transform the city's appearance in terms of transportation and urban development, contributing to improving the quality of life for its residents.

With the expectation that Can Gio will be a pioneering locality in achieving the "Net Zero" goal (zero net emissions) by 2035, the district is researching and developing circular economy development models in fields such as tourism, environment, transportation, and energy; and implementing key national projects.

It can be said that the greatest desire of the people of Can Gio district from the past to the present has been to have a bridge across the Soai Rap River to connect Can Gio district with the center of Ho Chi Minh City, making travel and trade more convenient. With the strategic vision of the central and city leaders, Can Gio deserves even more. Therefore, in addition to the Can Gio bridge project, there are other projects forming a system of regional linkages in the Southeast region and the whole country, such as: the Can Gio International Transshipment Port project, which is expected to become an international transshipment center together with Cai Mep port (Ba Ria - Vung Tau), attracting shipping companies, transport companies, cargo owners, and logistics businesses from both domestic and foreign countries to participate in the global transport supply chain; the Can Gio coastal tourism urban area project, which is currently being considered by the city for approval of the adjusted 1/5000 scale zoning plan…

Since Ho Chi Minh City quickly focused on implementing Resolution 98 into practice, initial positive changes have been observed in the socio-economic development of the entire city. In particular, issues related to social security, poverty reduction, and job creation have shown significant progress.

Resolution 98 was issued at the end of June 2023, therefore it needs time to be fully implemented in practice and to conduct comprehensive assessments. Measurements of its effectiveness show that it has initially contributed significantly to ensuring social security and sustainable poverty reduction, especially in the context of businesses and investors gradually scaling down production and business operations, cutting back on labor, leading to unemployment and job losses. Preferential loan capital from Ho Chi Minh City has contributed to reducing the unemployment rate, mitigating the problem of illegal lending, helping workers access capital to organize their own production and business, create jobs, and generate stable income to support themselves and their families.

On November 8, 2023, the Ho Chi Minh City People's Committee issued a decision assigning targets for the allocation of loan capital to support poverty reduction and job creation in 2023. Based on this, the Department of Labor, War Invalids and Social Affairs signed an addendum to the contract entrusting the disbursement of the entire 2,796 billion VND to the Ho Chi Minh City branch of the Vietnam Social Policy Bank for implementation during the last two months of 2023 and the first quarter of 2024.

First and foremost, it's about mechanisms and policies for investing in human resources to maintain and develop traditional forms of literature and art that serve the spiritual life of the people. For many years, due to a lack of investment in human resources, there has been a serious shortage of good, high-quality literary and artistic works, while the public's demand for enjoyment is ever increasing.

The human resources story needs proper investment, with top priority given to training, attracting, utilizing, and providing adequate compensation. The investment approach must change; it shouldn't be spread too thinly or lack focus… Resolution 98 introduces more flexible and bolder mechanisms for investment in the fields of literature and art, focusing on two directions: entertainment literature and art, and classical ideological culture. The city will make very specific calculations in each field to prioritize and encourage investment resources in a way that maximizes effectiveness.

There are two things to do. First, establish funds for talent training and awards for creative works in each field as soon as possible. Second, propose that the city promptly invest in building a large-scale traditional arts center. Along with that, invest in highly qualified personnel to manage large-scale, modern cultural institutions. To have a thriving cultural industry, we need cultural economists.

Although Resolution 98 does not directly regulate policies in the field of education, its impact on education is significant. This is most evident in its provisions regarding priority sectors and professions for attracting strategic investors, and in the management of science and technology and innovation. Businesses have more mechanisms to innovate and develop, which in turn opens up many new opportunities for the workforce. This promotes the creation of a labor market and improves both the quality and quantity of educational output.

The contents of Resolution 98 will also create demands and self-demands from educators. These include improving the quality of education and training to build the best human resources, contributing to the development of Ho Chi Minh City. In addition, I hope that the contents of the resolution on finance and budget, as outlined in Article 5, will help the city be more proactive in allocating and investing in the development of public sectors, including education.

To concretize Resolution 98, the Ho Chi Minh City People's Council has passed 107 resolutions related to many socio-economic fields. In the field of education, the first priority will be to invest in, build new, and expand educational facilities: Hung Vuong High School; Trung Vuong High School; Vo Truong Toan High School; the Student and Multipurpose Activities Center of Saigon University…
