Reasons for slow disbursement of public investment funds in Dong Nai

On July 16th, at the 18th session of the Dong Nai Provincial People's Council, Mr. Nguyen Huu Nguyen, Director of the Department of Planning and Investment of Dong Nai province, presented a draft resolution to adjust and supplement the public investment plan for a series of projects in the province in 2024.

According to the department's leadership, Dong Nai province is implementing 16 key projects in 2024.

Dong Nai is currently a massive construction site for a series of large-scale transportation projects.

These include many large projects such as the Nhon Trach district inter-port road, Ho Chi Minh City Ring Road 3, component 1 of the Bien Hoa - Vung Tau expressway, compensation and land clearance for component 2 of the Bien Hoa - Vung Tau expressway, the Dong Nai river embankment, the Dong Nai riverside road, and the central arterial road of Bien Hoa city… These projects were allocated large amounts of public investment capital in 2024; however, after half a year, most projects still have low disbursement rates compared to the plan.

Explaining the low disbursement rate of public investment capital across the province, Mr. Nguyen stated that there are several reasons. Specifically, the Long Thanh airport land acquisition, compensation, support, and resettlement project was allocated 2,510 billion VND, but due to procedural obstacles, the project's disbursement progress has been slow.

Many newly funded projects are still in the design, construction, and cost estimation stages, so the amount of payments for consulting fees is not significant. In addition, some projects are still in the process of surveying and determining land ownership, so according to the schedule, the compensation plan and fund disbursement will only be approved in the third quarter.

"The main reason is the difficulties in compensation and land clearance. Objective reasons include the time-consuming process of surveying, counting, and determining land ownership. Many households have transferred land ownership through informal agreements and have not agreed on compensation prices, leading to complaints. A shortage of earth fill materials and waste disposal sites also affects construction," Mr. Nguyen explained.

To expedite the disbursement of public investment, Dong Nai province has established a Steering Committee for key projects. This committee regularly monitors and urges project owners to implement projects and disburse funds according to plan and schedule, preventing any outstanding debts. Project management boards, project owners, and districts and cities have also signed emulation agreements, committing to achieving a disbursement rate of at least 95% of the plan in 2024.

Most recently, Dong Nai province implemented a 30-day compensation and land clearance plan for local expressways and major roads for two consecutive months. As a result, more land was handed over, project progress was accelerated, and disbursement in June and July also improved.
