According to the Hanoi City Police, the common method involves calling or texting victims to announce a refund of previously paid tuition fees, then luring them into providing personal information or performing actions as instructed to steal their bank accounts.
The common tactic used by scammers is: Impersonating school staff, education department officials, or bank employees, they call or text parents about tuition refunds. They then request personal information, bank account details, OTP codes, or ask parents to access suspicious links or scan QR codes to receive the money. Once they obtain this information, the fraudsters log into the bank account, execute the money transfer, and quickly steal the funds.

According to the Hanoi City Police, signs of fraud include: schools and educational institutions never ask parents to provide bank account information or OTP codes via phone calls, text messages, or suspicious links. Scammers often call from unknown numbers, using urgent language, creating pressure, or even threats to force victims to quickly follow instructions. Fake text messages often contain unclear links, asking parents to log in to unfamiliar websites.
To proactively prevent fraud and property theft using the aforementioned methods, the Hanoi City Police recommend the following to the public:
Never provide personal information, OTP codes, citizen identification numbers, or facial images or videos to anyone via social media or phone.
Do not scan QR codes, do not access strange links, and do not download applications from unknown sources based on instructions from strangers.
When you receive a notification regarding tuition fees, you should contact the school or educational authority directly to verify the information.
If you detect any signs of fraud, report it immediately to the nearest police station for prompt assistance.
