Continuing to facilitate the disbursement of public investment funds in the remaining months of the year; ensuring the supply of scarce construction materials; accelerating land clearance for important projects; strengthening infrastructure investment in industrial zones and clusters; and promoting the production of the province's key industrial products are considered crucial in achieving the province's 2025 growth target.
Furthermore, the period from now until the end of 2025 also marks the initial phase of operating the two-tiered government system. Although the staff at the commune level is well-organized, more time is needed for everything to run smoothly and for work to become more efficient.
Speaking at important provincial conferences following the official implementation of the two-tiered local government system, Provincial Party Secretary Nguyen Doan Anh urged that in the last six months of the year, there must be a determined and decisive effort to remove "bottlenecks," focusing on investment and business procedures, access to land, land clearance, land allocation, land leasing, handling of public assets, and the quality of human resources... in order to promote comprehensive development in all fields.
The Provincial Party Secretary also requested the Provincial People's Committee and relevant departments and agencies to provide decisive guidance and direction on transferring the management of projects from the district level to the commune level to ensure progress and resolve difficulties for the projects; to continue promoting administrative reform and significantly improving the investment and business environment in a transparent, open, and attractive manner. Organize the streamlining and immediate processing of applications under the priority "green lane" mechanism to minimize the time required for administrative procedures, especially in the areas of investment, construction, land, minerals, enterprises, and real estate business...
For communes and wards, the highest priority must be given to stabilizing the morale of officials and civil servants; clearly assigning and arranging job positions with specific roles and responsibilities, matching abilities and strengths to effectively advise on and resolve issues according to assigned functions and duties; commune leaders must be truly attentive to the grassroots, reaching even the smallest villages and hamlets within the commune.
Many issues have been raised by the head of the provincial Party committee, requiring urgent, responsible, and effective action. Relevant departments, agencies, and communes/wards must recognize this as a development imperative and an important political task for their respective localities and units, and respond accordingly.
