According to the resolution, the Ministry of Health will take the lead in developing a plan to gradually waive hospital fees, initially for social policy beneficiaries, vulnerable groups, low-income individuals, and some other priority groups within the scope of health insurance benefits, with a completion deadline of 2028.
The government also requires ensuring an increase in annual budget spending on healthcare , especially primary healthcare, preventive medicine, disadvantaged areas, border regions, islands, and specialized fields such as psychiatry, forensic medicine, and emergency resuscitation. From 2026, free periodic health check-ups and screenings for students, workers, etc., will be coordinated with health insurance coverage, moving towards creating electronic health records for the entire population.
In addition, the Ministry of Health will develop a pilot decree to allow health insurance to cover certain preventive, diagnostic, and early treatment services for priority groups, expected to be completed in 2027. Simultaneously, it will encourage the development of commercial health insurance, diversify health insurance packages, and expand linkages between health insurance and commercial health insurance.
The Ministry of Health, in coordination with the Ministry of Interior, the Ministry of Finance, relevant ministries and agencies, and localities, will continue to reorganize and transfer some hospitals under the Ministry of Health to provincial management. The Ministry of Health will manage some leading, high-tech, specialized hospitals to carry out tasks such as professional guidance, training of quality personnel, scientific research, technology transfer, coordination of disease prevention and control, public health emergencies, natural disasters, and health security. The completion time is from 2025 to 2030.
