Enforcement of judgments, by its very nature, directly involves the assets, money, and rights of many organizations and individuals. The stages of verifying the conditions for enforcement, seizing and disposing of assets, coercing enforcement, and collecting and disbursing enforcement funds all carry the potential for corruption if officials lack responsibility or abuse their position and authority for personal gain. Mr. Nguyen Trung Hien, Head of the Judgment Enforcement Department of Region 9, stated: “From the beginning of the year, the unit has proactively developed a work plan, assigning specific tasks to each enforcement officer and official; at the same time, strengthening internal inspections and monitoring compliance with the law in judgment enforcement. Monthly, the unit holds meetings to assess the progress of task implementation and promptly address any shortcomings or deficiencies that arise during the work process.”
The fight against corruption, waste, and negative practices has been identified as a central and ongoing task. The Enforcement Department of Region 9 has intensified inspections of accounting records, finances, cash, and enforcement procedures to promptly detect and prevent violations. To date, the department has not experienced any cases of corruption or negative practices related to enforcement work. Mr. LVT, who previously participated in resolving enforcement cases, shared: “When there are complaints or denunciations, they need to be considered objectively, following the correct procedures and timelines to reassure and build trust among the people. Publicly posting the procedures and timelines for resolution and regularly receiving citizens helps people easily monitor and supervise the activities of the authorities, thereby limiting the occurrence of negative practices.”
The processes and procedures for enforcing judgments are public and transparent; the responsibility of the head of the agency is emphasized. Internal inspection and supervision are strengthened. One of the important solutions is to promote administrative reform and apply information technology in managing files, monitoring the progress of case resolution, and publicly disclosing judgment enforcement information electronically. This contributes to limiting subjective interference by individuals, reducing intermediate procedures, and enhancing transparency in public service.
Simultaneously, specialized inspections and audits are carried out regularly to promptly detect and correct errors and violations at the grassroots level. Cases showing signs of corruption and negative practices are strictly handled according to the law, without any forbidden areas or exceptions, thereby enhancing deterrence and prevention effectiveness throughout the entire system.
Besides combating corruption, the Enforcement Department of Region 9 also pays special attention to practicing thrift and preventing waste. Officers and enforcement officers in the unit strictly adhere to the management and use of state budget and public assets; save on recurrent expenditures; and limit unnecessary meetings and work. Mr. To Duy Khoa, a mid-level enforcement officer and Deputy Head of the Enforcement Department of Region 9, stated that during the enforcement process, enforcement officers follow the correct legal procedures; closely coordinate with local authorities, the police force, and relevant agencies to ensure safety, transparency, and prevent any loss, waste, or corruption during the handling of assets subject to enforcement.
According to Mr. Nguyen Trung Hien, in the coming time, the Enforcement Department of Region 9 will continue to build a team of officials and enforcement officers with strong political convictions, good moral character, high sense of responsibility, and a commitment to serving the people. Each official and enforcement officer must regularly cultivate professional ethics, strictly adhere to regulations on what Party members and civil servants are not allowed to do, and resolutely say no to negativity and harassment.
