This spring is different.

Thanks to the excellent policies of the Party and the State, the efforts of the authorities at all levels, and especially the efforts of the people, Mua Xuan village, Son Thuy commune (Quan Son district, Thanh Hoa province) has truly undergone a transformation, with poverty gradually being left behind.

The sun rises amidst the mountains and forests.

After a journey of nearly an hour, traversing winding mountain passes and passing under the canopy of ancient forests, the village of Mùa Xuân (Spring) appeared in a narrow valley. Peeking out from behind the trees were weathered brown roofs, interspersed with red corrugated iron roofs.

Compared to five years ago, the transportation infrastructure to Mua Xuan village has improved significantly. The road, which was previously a rough trail through the forest, is now 80% paved with concrete. Improved transportation has fundamentally transformed the appearance of a village once considered one of the most disadvantaged in the 11 mountainous districts of Thanh Hoa province.

Welcoming us into his rather spacious house, roofed with red corrugated iron resembling tiles, Sung Van Cau, the Party Secretary and Head of the village, said: “The Spring Village is very different now. The Mong people here no longer migrate, and no longer have to beg for rice to alleviate hunger during the lean season. Electricity, roads, schools, and health stations are all available, and the children have learned to read and write, bringing science to the village.”

Just about five years ago, reaching the village of Mùa Xuân required more than two hours of arduous travel, struggling up and down the mountain pass from the commune center. Without electricity or phone signal, Mùa Xuân village was like another world, isolated deep within the mountains and forests. During the rainy season, the single dirt road leading into the village became a nightmare, a torment… The villagers' economy mainly relied on the forest and a small area of rice paddies along the dry stream bed. Almost every year, the villagers never managed to stockpile enough food for the whole year. “Getting children to school was a difficult and arduous journey. Many children had to drop out because they lacked the means. When sick, people had to stay home and endure the pain or struggle to cross the mountain roads to reach the commune center; in many cases, they did not survive,” Mr. Cấu recalled.

But in just the last five years, the village of Mùa Xuân has changed. Not only has the infrastructure been comprehensively invested in, but there have also been many changes in all aspects of life. From a few dozen households, Mùa Xuân now has 124 households with 573 inhabitants. According to Mr. Cấu, the most significant change in the villagers' lives occurred in 2021, when the road from Sơn village to Ché Lầu village and the internal roads within Mùa Xuân village were completed, along with the national power grid reaching the three Hmong villages. Having electricity and roads has greatly improved the lives of the villagers.

Changes in mindset

“The root of the problem here lies in the effectiveness of the Party and State's support policies for the Mua Xuan village. In particular, thanks to these effective policies, the villagers' production mindset has truly transformed and changed day by day. People no longer harbor the mentality of relying heavily on the State, and outdated customs are gradually being eliminated. At this rate, the day the Mong people in Mua Xuan escape poverty will not be far off,” affirmed Sung Van Cau, Party Branch Secretary.

We visited the family of Mr. Thao Van Nhia, a poor household receiving government assistance to build a house under Directive 22 of the Thanh Hoa Provincial Party Committee. In his house, still smelling of fresh paint, Mr. Nhia shared: “My old house was dilapidated and couldn’t even protect me from the rain and wind. Thanks to the government’s concern and the new house they built for me, I’m very happy. Now that we have a sturdy house, my wife and children can focus on working to escape poverty.”

Speaking about the changes in the Spring Village, Mr. Le Hong Quang, Chairman of the Quan Son District People's Committee, said: "The Mong ethnic minority villages are located in rugged mountainous terrain, far from the center. With the efforts of the local Party committee and government, along with the implementation of programs and projects, in recent years, the appearance and living standards of the people have been improved. We have mobilized, propagated, and encouraged the people to apply science and technology to production, helping the average income in 2024 reach 18 million VND, a three-fold increase compared to 2020. Along with the economic development, aspects of health, education, and culture have also improved. At this rate, the day when the people escape poverty will not be far away," Mr. Quang said.
