Recently, the Government issued two new decrees on salaries, specifically Decree No. 73 of 2024 on the basic salary and bonus regime for officials, civil servants, public employees, and members of the armed forces, and Decree No. 74 of 2024 on the minimum wage for employees working under labor contracts.

Accordingly, from July 1st, the basic salary (applicable to state employees) will be increased by 30%, specifically from 1.8 million VND to 2.34 million VND (an increase of 540,000 VND).

Simultaneously, the regional minimum wage (applicable to employees receiving wages determined by their employers) will be increased, specifically from VND 4.68 million to VND 4.96 million (Region I); from VND 4.16 million to VND 4.41 million (Region II); from VND 3.64 million to VND 3.86 million (Region III); and from VND 3.25 million to VND 3.45 million (Region IV).

The Ho Chi Minh City Social Insurance agency has also issued a notice regarding changes to health insurance contribution rates effective from July 1st. Specifically, the changes are as follows:

Health insurance contribution rates for students.

According to current regulations, students are eligible for state-funded health insurance. Furthermore, students studying at educational institutions within the national education system will participate in health insurance through their school, not through their family's health insurance plan.

From July 1st, the monthly health insurance contribution for students will be 4.5% of the basic salary (of which the state budget supports 30%, and students pay the remaining 70%), which is = 70% x 4.5% x 2.34 million VND = 73,710 VND/month. Parents and students can flexibly choose to pay using 4 methods: every 3 months, 6 months, 9 months, or 12 months.

The Ho Chi Minh City Social Insurance agency notes that students in their first year of school or those whose health insurance coverage was interrupted in the previous school year can enroll in health insurance right from the beginning of the school year.

An increase in the base salary is accompanied by an increase in health insurance contributions.

Health insurance contribution rates for households and near-poor households.

The family health insurance contribution rate will also increase from July 1st as the government adjusts the basic salary from 1.8 million VND to 2.34 million VND.

According to current regulations, the first person in the household will pay 4.5% of the basic salary, which is 4.5% x 2.34 million VND = 105,300 VND/month. The second, third, and fourth persons will pay 70%, 60%, and 50% respectively of the first person's contribution, and from the fifth person onwards, they will pay 40% of the first person's contribution. The family health insurance contribution rates for eligible members from July 1st are as follows:

For members of near-poor households, the state will subsidize 70% of their health insurance contributions, which is = 70% x 4.5% x 2.34 million VND x 12 months = 884,520 VND/year .

The remaining 30% of the health insurance premium will be paid by the health insurance participant who is a member of a near-poor household, which is = 30% x 4.5% x 2.34 million VND x 12 months = 379,080 VND/year.

According to the Ho Chi Minh City Social Insurance agency, when the government adjusts the contribution rate and percentage of health insurance contributions, as well as the basic salary, participants and the state budget are not required to pay additional contributions or receive reimbursement for the difference for the remaining period for which participants have already paid health insurance contributions.

In cases where participants have paid the full amount into the health insurance fund for the validity period of their health insurance card and have been issued a valid health insurance card before July 1, 2024, neither the health insurance participant nor the state budget will have to pay or provide additional support due to the increase in the basic salary for the period from July 1, 2024.
