Muong Te is a mountainous border district comprising 14 communes and towns, with its economy primarily dependent on agriculture. In recent years, the district has focused on developing its advantageous local products (crops and livestock), helping to form specialized commodity production areas by expanding acreage. The district has restructured its agricultural sector to increase added value in production, linked to the construction of new rural areas; actively applying science and technology to production to increase productivity and product quality, contributing to tangible benefits for the people.

To develop OCOP products, Muong Te district annually develops a plan for the One Commune One Product program; strengthens communication and brand promotion to increase value and contribute to the socio-economic development of the locality. It focuses on widely disseminating information about the OCOP program through conferences and workshops at the district, commune, and village levels; and meetings and conferences of social and professional organizations. Through these, it raises awareness, helps people understand the State's mechanisms and policies on OCOP product development; promotes and connects product consumption, and shares best practices and effective economic models. At the same time, it creates conditions for producers to participate in training courses on the OCOP program implemented by the Central and provincial governments; and facilitates visits and exchanges of experience in building OCOP product display points in other localities to apply to practice...

Mr. Tong Van Thi, Head of the Agriculture and Rural Development Department of Muong Te District, said: "To date, the entire district has 5 OCOP products that have achieved 3 stars, including: forest honey and vine tea from Binh An Cooperative; pickled chili peppers and cardamom (Thanh Nga Cooperative); and dried buffalo meat from Bum Nua (Thang Tue Cooperative). To achieve these results, we have actively promoted the purpose and significance of the OCOP program to the people; created favorable conditions for businesses, cooperatives, and households to expand production scale, strengthen linkages to increase productivity and product quality; replicated effective production and business models in the locality to have more products participating in OCOP; and effectively controlled food safety and hygiene and environmental protection in production and business..."

In 2021, Thu Lum commune had two products that received OCOP 3-star certification: pickled chili peppers and cardamom. Among them, pickled chili peppers are one of the most popular OCOP products due to their distinctive spiciness and flavor, grown and cared for by local people, ensuring food safety standards.

Mr. Le Van Thanh, Director of Thanh Nga Cooperative, shared: “After receiving the 3-star OCOP certification, the Regiment chili product has built trust with customers inside and outside the province, from quality to product design. To solve the problem of finding markets for the people and to bring Regiment chili to all parts of the country, from May to September every year, the cooperative collects chili from villagers in the hamlets, averaging nearly 500 kg of chili per month, with prices at the beginning and end of the season ranging from 200-250 thousand VND/kg, and about 150 thousand VND/kg during the main season. Each year, the cooperative collects nearly 2 tons of chili, mainly selling it to grocery stores and restaurants in the province and Hanoi. Responding to the program of one product per commune registered for the OCOP program, organized by the Provincial and District People's Committees, the cooperative has developed a development roadmap and strived to have its product participate in the OCOP program from 2017 to the present, achieving 3 stars.”

Implementing the One Commune One Product (OCOP) program has helped cooperatives and households in Muong Te district access scientific production and business management methods, encouraged creativity, improved product designs and packaging, and increased the value of agricultural products. This has boosted production expansion and increased sales for OCOP-certified products. In 2022, Muong Te district had two products expected to participate in the provincial-level evaluation and ranking: taro from Nam Khao and Kan Ho communes; and PuSilung wine from Zone 1, Muong Te town.

In the coming period, Muong Te district will continue to promote the dissemination of information about OCOP products in conjunction with the implementation of the new rural development program. It will encourage households and cooperatives to boldly invest in production and develop advantageous local products. At the same time, it will focus on transforming the structure of crops and livestock, forming key commodity production areas, creating sustainable raw material zones for product processing, and facilitating the development of production along the value chain. It will also promote trade promotion activities, advertising, introducing, and selling OCOP products.
