Meeting and chatting with us, Comrade Pham Van Bon - Secretary of the Party Committee of Muong Than commune - enthusiastically shared: With the decisive involvement of the Steering Committee 15, the Party committee, the government, and mass organizations, and the unity of the people, many outdated customs and practices in the area have been eliminated, such as: using many wreaths and banners at funerals; letting livestock roam freely without being grazed or having proper shelters; and improper waste disposal in daily life, festivals, etc. As a result, the people are enthusiastically working and producing, competing to develop the economy , improving the quality of their spiritual lives, and actively participating in "effective mass mobilization" models, contributing to beautifying the increasingly prosperous appearance of Muong Than homeland.

The appearance of the villages in Muong Than commune is increasingly improving as the people work together to eliminate outdated customs and build a civilized way of life.

Muong Than commune has 12 villages with over 2,000 households, mainly inhabited by the Thai, Kinh, and Mong ethnic groups. It is known that, to ensure the implementation of Resolution 15, the commune Party Committee has reorganized the Steering Committee for Resolution 15; directed the Committee to coordinate with the Fatherland Front , various organizations, and villages to strengthen the dissemination of the Resolution's content to the people through diverse forms such as: through the public address system, Zalo groups, Party branch meetings, and village meetings. Focus is placed on reviewing outdated customs and practices still occurring in the villages. In addition, the commune is focusing on building a model in Nga village on "eliminating the practice of letting livestock roam freely and keeping livestock under the house." Villages are encouraged to incorporate the content of eliminating outdated customs and practices into their village regulations and customs. The role of village elders, village heads, and influential people in the dissemination of information is being promoted.

In promoting a civilized lifestyle, Muong Than commune focuses on developing performing arts groups in its villages.

In particular, the commune promotes socio-economic development and improves the quality of life for its people, in conjunction with the implementation of Resolution 15. This includes mobilizing the people to participate in patriotic emulation movements and campaigns launched by organizations and associations such as: "All people unite to build a cultured life," "All people unite to build new rural areas and civilized urban areas," and "Building families with 5 no's and 3 clean's"; exploiting advantages and potential to develop the economy through concentrated commodity production chains. At the same time, the commune selects effective "people mobilization" models suitable to the actual conditions of each village to promote and encourage people to implement them. Annually, the Commune People's Committee and various organizations and associations organize many cultural and artistic exchange activities and competitions, creating opportunities for people to meet, share experiences, and collectively raise awareness and responsibility in promoting local economic development and building a civilized lifestyle.

Mr. Ha Van Chinh, head of En Noi village, said: Through propaganda and mobilization, the villagers have raised their awareness and eliminated three-quarters of outdated customs. The people have unanimously agreed to build models such as "security cameras" and "land use management"; they have also contributed money to build village gates and install house number signs. Currently, the villagers are focusing on developing the economy by growing corn and raising livestock and poultry; over 90% of households in the village have achieved the title of "Cultural Family".

Thanks to the concerted efforts of the Party committee, government, mass organizations, and people in implementing Resolution 15, the entire commune has now eliminated 6 outdated customs; developed 12 amateur performing arts groups, 1 Mong ethnic folk culture promotion committee, and 3 Thai ethnic culture preservation clubs; and effectively promoted nearly 20 "skillful mass mobilization" models such as: "Villages with bright, green, clean, and beautiful village roads and alleys and building exemplary cultural member families", "Growing clean vegetables and fruits", "Livestock farming in a farm-oriented manner", "Building village gates and flagpoles along the main village roads"... The commune maintains 19 out of 19 new rural criteria; the average per capita income currently reaches nearly 60 million VND/year.
