On September 5th, the United States, the United Kingdom, and the European Union (EU) signed the Council of Europe's Framework Convention on Artificial Intelligence (AI). This is the first legally binding international treaty on the use of AI.

This document was drafted by over 50 countries over more than two years, including Canada, Israel, Japan, and Australia.

Earlier, a senior official in President Joe Biden's administration stated that the U.S. is committed to ensuring that AI technologies not only develop technically but also adhere to ethical standards and respect human rights. The U.S. government also welcomed the EC's significant contribution to achieving this goal.

Meanwhile, UK Technology Minister Peter Kyle stressed that this is "the first treaty with a truly powerful global impact," helping to connect a group of countries that are very diverse and politically and culturally different.

In May of this year, the Council of Europe adopted the first legally binding global treaty concerning the regulation of the use of artificial intelligence (AI). The Council of Europe stated that the Framework Convention on AI provides a legal framework for all stages of the development and use of AI systems, while addressing the potential risks of AI and promoting responsible technological innovation.
