Minh Hoa commune currently has 32 villages and hamlets. According to the proposed plan for rearranging and reorganizing villages and hamlets, Minh Hoa commune will have 14 villages remaining, a reduction of over 56%. A few villages will remain unchanged due to their unique natural, historical, and geographical characteristics, such as: isolated geographical locations far from adjacent residential areas; predominantly hilly and mountainous terrain, fragmented by numerous streams, making transportation difficult. These areas also hold strategic importance for national defense and security, requiring the maintenance of stability in population organization and management to meet the requirements of national defense and maintain security and order.

After being briefed by the local Party committee and government on the reorganization of villages and residential areas, the village Party branches disseminated the information to all cadres and Party members in their areas. According to Dinh Phu Cuong, Secretary of the Party Branch of Residential Area 3, Minh Hoa Commune, after the two-tiered local government model came into operation, the scale of the commune level expanded significantly. Therefore, merging villages and residential areas is an essential requirement to ensure smoother and more efficient operation of the new local government. Based on the information gathered, cadres, Party members, and the people in the residential area all agree with the policy of reorganizing and merging villages and residential areas.
However, during the process of reorganization and merger, the competent authorities need to consider the natural, historical, and geographical conditions of the villages and residential areas. Along with that, it is necessary to select personnel for the new villages who are reputable, healthy, dedicated, responsible, and capable of mobilizing and uniting the masses, especially gradually rejuvenating the workforce, improving their proficiency in information technology and community management skills, in order to enhance the quality and effectiveness of services to the people.
According to Ms. Dinh Thi Thanh Huyen, Head of the Culture and Social Affairs Department of Minh Hoa commune, based on the overall plan of the Provincial People's Committee, Minh Hoa commune has developed a draft plan for rearranging villages and residential areas in the area, ensuring compliance with regulations and the actual situation of the locality. Immediately afterwards, the local government assigned specific tasks to agencies, units, villages, residential areas, mass organizations, and established groups to gather public opinions on the rearrangement plan. At the same time, the commune organized extensive propaganda to officials, Party members, and the people about the purpose, significance, and necessity of rearranging villages and residential areas, aiming to create consensus, unity, democracy, openness, and transparency in the implementation process.
The reorganization of villages and residential areas must not only ensure compliance with prescribed criteria and conditions, meeting the local management requirements in the operation of the two-tiered local government system, but also fully consider the specific factors of history, geography, culture, customs, traditions, and the natural cohesion of the community. Only then will the reorganization process create consensus and support from the people, contributing to improved governance and ensuring effective administration and management by local authorities at the grassroots level.
