Enhancing the leadership capacity of grassroots Party organizations.

Innovation to improve the quality of life.

Party branches are the foundation of the Party, the political nucleus at the grassroots level. For the Party to be strong, its "roots" must be firm and its "cells" must be healthy. Therefore, every year, Party committees at all levels have continuously innovated their leadership methods and regularly improved the quality of Party branch meetings to better reflect reality.

In the Púng Giắt 1 village Party branch, Mường Mươn commune (Mường Chà district), regular monthly meetings have become a routine practice. These meetings consistently demonstrate a democratic and open atmosphere. Information sharing and evaluation of the branch's performance are always linked to the responsibilities of each Party member and the head of the Party committee.

Mr. Lo Van Cho, Secretary of the Party Branch of Pung Giat 1 village, said: The Party Branch currently has 21 members. In previous years, the quality of Party branch meetings was not high; the regularity of meetings was not well maintained; the content was still poor, monotonous, and lacked thematic meetings. In addition, self-criticism and criticism were limited, and Party members had not fully played their pioneering and exemplary roles in the residential area.

Following the directives of higher-level Party committees on improving the quality of Party branch meetings in the new situation, Mr. Cho has demonstrated a high sense of responsibility and directed Party members to immediately rectify the situation of not attending meetings on time or being absent without reason... To date, Party members have realized that participating in meetings and expressing opinions is not only a responsibility but also a right, an opportunity to express their views, and contribute to the development of resolutions and Party building.

Innovating and improving the quality of Party branch meetings is a regular directive from the Central Committee and the Provincial Party Committee. This is even more important for Party organizations in remote, mountainous, and border areas. In Nậm Pồ district, in recent years, although the organization of Party branch meetings has seen many positive changes, some shortcomings and limitations still exist in practice, such as: Some Party branches do not maintain a meeting schedule that meets regulations; in some places, the preparation of meeting content is not done well; the quality of meeting management by the Party branch secretary is still limited; the percentage of Party members participating in monthly Party branch meetings is not high, averaging just over 70%...

To address this situation, the District Party Committee issued Resolution No. 09-NQ/HU on improving the quality of activities and leadership capacity of Party organizations in the district during the 2020-2025 period. Simultaneously, model Party branch meetings were implemented in Na Khoa, Phin Ho, and Na Hy communes. After being evaluated as effective, the district directed the communes to replicate this model, thereby gradually improving the quality of Party branch meetings.

Building a team of qualified personnel.

Recognizing that cadres are the foundation of all work, that they are the decisive factor and the key element in Party building, under the leadership of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee, through each term, Party committees at all levels have done a good job in planning, training, fostering, assigning, and rotating cadres. These activities have all been carried out in accordance with principles, standards, and in a rigorous and democratic manner.

From the beginning of the 2020-2025 term to the present, the entire province has organized two pilot rounds of competitive examinations for deputy leadership and management positions in provincial departments and agencies; and arranged, assigned, rotated, appointed, and nominated 382 cadres. The rotated cadres are confident in their work, voluntarily cultivate their moral character, lifestyle, political acumen, and professional skills, maintain close ties with the grassroots, accumulate practical experience, and quickly adapt to new working conditions and environments. This has contributed positively to stabilizing the organizational structure and personnel of localities and units, leading to the promotion of socio -economic development and ensuring national defense and security; and has been recognized and supported by cadres, Party members, and the people.

Mr. Nguyen Tien Dat, Secretary of the District Party Committee and Chairman of the District People's Council of Muong Ang District, said: From 2016 to the present, the Standing Committee of the District Party Committee has transferred and rotated nearly 20 cadres, including leaders of departments and offices, to communes and from communes to the district. Through practical experience, it has been observed that these comrades, although young, possess competence, qualifications, dedication, and a deep understanding of the local area. Therefore, they will be an important force and a source of future cadres for the district.

In addition to focusing on the deployment and rotation of cadres, for many years, Party committees at all levels have also done a good job in planning, training, and developing cadres, especially young cadres. In the last three years, nearly 30,000 cadres throughout the province have participated in training and development courses. In general, after training and development, the level of the cadre team meets the prescribed standards.
