The Quan Toan intersection is a crucial junction connecting National Highway 10 with Hung Vuong Street, and also serves as a gateway for goods transportation between Hai Phong and many northern provinces and cities. Every day, thousands of container trucks, tractor-trailers, heavy-duty trucks, and private vehicles pass through here.
However, the rate of increase in vehicles is far exceeding the capacity of the existing infrastructure. The intersection has a very high traffic density but limited road width, narrow curves, and frequent conflicts between mixed traffic flows. During peak hours, localized traffic congestion occurs almost daily.
It's worth noting that while safety risks have long been identified, serious accidents continue to occur. On the afternoon of June 10th, a woman riding a bicycle died after colliding with a tractor-trailer at the intersection. Prior to this, numerous collisions between container trucks, other trucks, and motorcycles or cars have also occurred at this location. Each incident leaves behind costly lessons.
According to Mr. Pham Van Quyen, a local resident, the primary cause stems from the carelessness of some road users when passing through the intersection with high traffic density. In addition, the traffic infrastructure at Quan Toan intersection has not been upgraded or expanded in proportion to the increasing number of vehicles over the years.
According to Mr. Vu Van Quy, a truck driver who frequently travels through this area, another drawback is that the traffic organization and traffic light cycles are not really suitable. When the green light comes on, vehicles going straight, turning left, and turning right all move at the same time, increasing the risk of collisions, especially on the route from Quang Ninh to Hung Yen . “In many cases, trucks and cars turn right while motorcycles are going straight or turning left. If they don't observe carefully, motorcyclists can easily fall into the blind spot of large trucks,” Mr. Quy said.
In reality, the causes of accidents at the Quan Toan intersection stem not only from the awareness of road users but also from infrastructure pressure and current traffic organization shortcomings.
Comprehensive and decisive solutions are needed.

According to Lieutenant Colonel Vu Truong Linh, Head of An Hung Traffic Police Station, Traffic Police Department (City Police), most traffic accidents stem from subjective errors of vehicle drivers such as changing lanes without observing, violating speed limits, or failing to comply with traffic rules.
However, the reality at the Quan Toan intersection shows that the problem cannot be viewed solely from the perspective of road users. With the increasing density of container trucks and tractor-trailers, coupled with inadequate infrastructure and traffic management, the risk of accidents is unavoidable.
Mr. Le Van Long, administrator of the Hai Phong Traffic News Forum, believes that the city needs to conduct a comprehensive survey of this intersection soon, instead of just addressing individual shortcomings. “In the short term, we need to study widening the curves, adjusting the traffic light cycles, and creating a more rational traffic flow between heavy trucks and motorcycles. In the long term, we need to consider investing in an overpass or underpass to fundamentally resolve traffic conflicts at this intersection,” Mr. Long suggested.
According to Mr. Pham Huu Chien, Head of the Public Transport Management Department, Center for Construction Maintenance Management (Department of Construction), in recent times, the authorities have regularly reviewed potential traffic accident hotspots and implemented many remedial solutions. However, with the current pace of industrial and logistics development and the increase in transport vehicles, the Quan Toan intersection needs to be prioritized in the city's investment and infrastructure upgrade plan.
From a legal perspective, lawyer Nguyen Quang Chien of the Hai Phong City Bar Association believes that every traffic accident leaves behind severe consequences in terms of lives and property, and leads to many social repercussions. Therefore, along with improving infrastructure, functional agencies need to strengthen inspections and strictly handle violations, especially those involving unsafe turning, driving in the wrong lane, running red lights, or violating regulations when driving large trucks.
The losses that occurred at the Quan Toan intersection serve as a serious warning. What the people are hoping for now is a concrete roadmap with comprehensive solutions ranging from infrastructure planning and traffic organization to inspection, monitoring, and public awareness campaigns.
Only when solutions are implemented decisively and synchronously can traffic congestion at the Quan Toan intersection be minimized, thereby reducing traffic accidents and ensuring the safety of people traveling through this area.
