On the eve of the Lunar New Year of the Dragon, a reporter from Ha Tinh Newspaper had an interview with Mr. Bui Thanh San - Deputy Head of the Standing Committee of the Provincial Steering Committee 389, Director of the Provincial Customs Department, regarding the work of preventing and combating smuggling, trade fraud, and counterfeit goods in the province.

- Could you please share some of the outstanding achievements of law enforcement agencies in combating smuggling, trade fraud, and counterfeit goods in 2023?

Mr. Bui Thanh San: In 2023, the situation of smuggling, trade fraud, and counterfeit goods in Ha Tinh province remained complex, with increasingly sophisticated methods and tactics. With a proactive and determined approach to preventing and combating smuggling, trade fraud, and counterfeit goods, the Provincial Steering Committee 389 closely followed the directives of the Government, the National Steering Committee 389, the Government's Steering Committee 138, and the Ministry of Finance to organize a fierce fight against these issues.

As a result, during the year, authorities in the area apprehended and processed 2,452 violations (a 25% decrease compared to 2022), with the value of confiscated goods totaling 3.8 billion VND (a 49% decrease compared to 2022). Of these, 2,342 cases resulted in administrative penalties (a 20.7% decrease compared to 2022); the total value of administrative fines, additional penalties, tax arrears, and proceeds from the sale of confiscated goods amounted to 46.3 billion VND (an 8.6% increase compared to 2022); and 140 cases involving 205 individuals were prosecuted criminally (a 29% decrease in the number of cases and a 22% decrease in the number of individuals compared to 2022).

Overall, the number of violations has decreased thanks to the vigorous efforts of law enforcement agencies. However, the illegal trafficking and transportation of drugs across the border remains complex and poses many unpredictable risks. Criminals are becoming increasingly reckless and aggressive, transporting large quantities of drugs.

- To achieve these results, what solutions did the Provincial Steering Committee 389 implement, sir?

Mr. Bui Thanh San: The Provincial Steering Committee 389 is one of the agencies that has advised the most on directive documents for the provincial leadership to implement tasks. Thanks to the close leadership and guidance of the provincial leaders, the various sectors and localities have coordinated smoothly and promptly shared information to effectively combat and dismantle many major cases of smuggling and illegal transportation of narcotics in the area.

Authorities in Ha Tinh province coordinated a campaign to raise awareness about drug prevention and control along National Highway 8B, specifically the section passing through Nghi Xuan district.

To raise public awareness in the fight against smuggling, departments and agencies, in coordination with local authorities, have intensified propaganda, dissemination, and legal education . As a result, people are complying well with the Party's guidelines and the State's policies and laws; they do not participate in or abet smuggling; they do not produce or trade counterfeit goods; they do not spread false information about prices; and they do not hoard goods, raise prices, or manipulate prices, causing market instability. Through intensified propaganda efforts, the Provincial Steering Committee 389 also encourages the public to detect and cooperate with functional forces in the fight against smuggling, trade fraud, and counterfeit goods.

- In the coming period, how will the Provincial Steering Committee 389 focus on the task of preventing and combating smuggling, trade fraud, and counterfeit goods, sir?

Mr. Bui Thanh San: During the Lunar New Year of the Year of the Dragon 2024, the market is expected to be more active. The trafficking and transportation of prohibited goods such as drugs, firecrackers, and the trading and exploitation of forest products, rare animals, and minerals will continue with new methods and tactics to evade inspection and control by functional forces.

The current market situation and fuel prices still pose many risks of violations of business regulations and commercial fraud. The demand for goods and healthcare services purchased online through social media is increasing. Criminals will exploit this situation to carry out smuggling, commercial fraud, and counterfeiting activities using new and more sophisticated methods, making it difficult for law enforcement agencies.

The Ha Tinh Market Management Department is inspecting and controlling the goods market during the Lunar New Year (Tet) holiday of the Year of the Dragon 2024.

Therefore, the Provincial Steering Committee 389 determined that, first and foremost, it is necessary to do a good job of monitoring the market situation and developments; the methods and tactics of smuggling activities; focusing on implementing plans, paying particular attention to high-demand sectors and fields during the Lunar New Year, petroleum products, food, animals and animal products, prohibited goods, and goods infringing intellectual property rights...

The Provincial Steering Committee 389 will also urge all levels and sectors to implement specific and synchronized solutions effectively; leverage the combined strength of functional agencies, the entire political system, and society as a whole to combat smuggling, trade fraud, and counterfeit goods in the province; strengthen patrols and inspections to detect and promptly prevent acts of smuggling and trade fraud involving items such as: alcohol, beer, soft drinks, confectionery... and prohibited goods such as: drugs, firecrackers, explosives...

At the same time, the Provincial Steering Committee 389 will direct its member units to strengthen the dissemination of laws to organizations, individuals engaged in business, import and export, consumers, and the general public to raise public awareness; effectively carry out inspection, control, and price stabilization in the market, ensuring the supply of essential goods and goods with high consumer demand, preventing shortages, disruptions in supply, and sudden price increases.
