The Standing Committee of the Nghe An Provincial Party Committee has just issued a directive on strengthening the building and rectification of the Party and the political system in Nghe An province to ensure they are clean and strong.

According to the assessment of the Provincial Party Standing Committee, in the past period, especially since the implementation of Resolution No. 4 of the 11th Central Committee on "Some urgent issues concerning Party building," under the focused, unified, decisive, and synchronized leadership and direction of the Provincial Party Standing Committee and Party committees at all levels, the work of building and rectifying the Party and the political system throughout the province has achieved many important results.

The leadership capacity and fighting strength of the Party organization have been continuously enhanced; the organizational structure of agencies within the political system has become increasingly streamlined, operating effectively and efficiently; the Party's leadership methods have been constantly innovated; the activities of the government, the Fatherland Front, and political and social organizations have shown positive and clear changes; the quality of cadres and leaders at all levels has improved and has matured and progressed in many aspects. The majority of cadres and Party members are conscious of cultivating and improving their political qualities, ethics, and lifestyle, and are committed to serving the people, contributing to the successful achievement of socio-economic development goals, strengthening national defense, security, and foreign relations in the province.

Besides the achievements, the work of building and rectifying the Party and the political system in the province still has some limitations and shortcomings, namely: The leadership capacity and fighting strength of some Party committees and organizations are still limited; the implementation of working regulations is not strict, lacking democracy, with abuse of power or lax leadership, and there is still a situation where the Party's policies, resolutions, and regulations are not seriously implemented. The management, direction, and operation of the government at all levels, especially at the grassroots level, have not met the requirements, and their effectiveness and efficiency are low. The working methods of the Fatherland Front and political and social organizations are sometimes slow to innovate, lacking flexibility and not closely aligned with reality.

Some officials and Party members have shown a lack of dedication and responsibility, failing to fulfill their role as role models, shirking and avoiding difficult and complex tasks; there are also negative phenomena, causing inconvenience and harassment to citizens and businesses, and in some cases even violating the Party's Charter and regulations, and the laws of the State.

The aforementioned limitations and shortcomings stem from various causes, but the main reason is that some Party committees and organizations have shown signs of complacency, failing to consistently and comprehensively lead and direct the work of Party building and the political system. They have not strictly adhered to the principles of Party organization and activities, especially the principle of democratic centralism and the principle of self-criticism and criticism; they have not given due importance to and have not effectively carried out inspection and supervision of Party organizations and members. The mechanisms for people's participation in supervising and building the Party and the government have not been concretized and effectively implemented in practice.

To build upon the strengths and achievements, overcome limitations and shortcomings; and at the same time, to continue effectively implementing Conclusion No. 21-KL/TW dated October 25, 2021, of the 13th Central Committee on strengthening Party building and rectification and the political system, resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and who exhibit "self-evolution" and "self-transformation"; Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, creating a breakthrough and important transformation in the work of building and rectifying the Party and the political system of Nghe An province in the coming time, the Standing Committee of the Provincial Party Committee requests Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels to focus on leading and directing the effective implementation of the following contents:

Continue to innovate in political and ideological education; focus on building the Party's ethics in conjunction with promoting the study and emulation of Ho Chi Minh's thought, morality, and style, and the exemplary responsibility of cadres and Party members, especially leaders; strictly implement Regulation No. 144-QD/TW, dated May 9, 2024, of the Politburo on the revolutionary ethical standards of cadres and Party members in the new period, thereby promoting a sense of responsibility and creating strong changes in the work of Party building and rectification, and building the political system of the province. Regularly monitor and assess the ideological situation and developments, guide information for cadres and Party members, create consensus and determination in Party building, building the political system, and effectively carrying out the tasks of the locality, agency, and unit. Thoroughly understand and strictly implement regulations on speech and information exchange; be vigilant against harmful and toxic information; We must promptly counter the false and distorted narratives of hostile forces, especially in cyberspace.

Promote the streamlining and efficient operation of the political system's organizational structure; strengthen Party building and consolidation, and improve the quality of Party members. Focus on building a team of cadres, key officials, and leaders at all levels with sufficient moral character and professional competence to successfully fulfill their assigned tasks. Strengthen the management of cadres, Party members, civil servants, and public employees in performing their duties and responsibilities, and in implementing Party regulations, especially regulations on what Party members are not allowed to do, setting an example, controlling power, declaring assets and income, and fulfilling civic responsibilities and obligations.

Focus on leading the effort to build a professional, effective, and efficient government apparatus at all levels that is truly of the people, by the people, and for the people. Innovate the organization and improve the quality of operation of the People's Councils, paying attention to the quality of People's Council representatives at all levels, especially at the grassroots. Strongly promote the role of the Fatherland Front, political and social organizations, and all strata of the people in participating in building and rectifying the Party and the political system.

Promote administrative reform and innovate the leadership methods, style, and working practices of Party committees at all levels. Review and rectify the implementation of the principles of Party organization and activities, and the principles in leadership and guidance of Party committees and organizations at all levels. Develop, perfect, and strictly implement the working regulations and the system of regulations and work procedures of Party committees, government agencies, and political and social organizations; properly exercise the authority and responsibility of organizations and individuals in leadership and guidance; overcome the situation of lax leadership or abuse of power, violations of the Party Charter, regulations, and rules, and the laws of the State.

Strengthen inspection and supervision of the observance of Party discipline and State laws, as well as the performance of assigned duties and responsibilities by Party committees, agencies, units, cadres, Party members, civil servants, and public employees. Promptly detect and strictly handle violations, resolutely remove from the Party and State apparatus those cadres, Party members, civil servants, and public employees who have degenerated in political ideology, morality, and lifestyle, and who obstruct, cause inconvenience, or harass citizens and businesses; resolutely and persistently fight against corruption, negative phenomena, embezzlement, and waste.

To ensure the effective implementation of this Directive, the Provincial Party Standing Committee assigns the following tasks: Party committees, government agencies, the Fatherland Front, and political and social organizations from the provincial to the grassroots level, Party committees at all levels, Party groups, and advisory bodies assisting the Provincial Party Committee to disseminate and thoroughly understand the Directive. Based on the functions and tasks of each agency, unit, and locality, and the content of the Directive, they should proactively review and supplement the tasks and solutions for implementing resolutions and directives of the Central Committee, the Provincial Party Committee, and their respective Party committees on Party building and the construction of the political system. They should regularly monitor, inspect, and evaluate the results of implementation, and periodically report the results of the implementation of the Directive to the Provincial Party Standing Committee (through the Provincial Party Organization Department) annually.

The Provincial Party Committee's Propaganda Department advises the Provincial Party Standing Committee on organizing the dissemination and understanding of the Directive to key officials and provincial-level speakers; and guides and directs Party committees at all levels and relevant sectors to effectively carry out propaganda, study, understanding, and implementation of the Directive throughout the entire provincial Party organization.

Annually, the Provincial Party Committee's Inspection Commission, in coordination with relevant agencies, advises the Provincial Party Standing Committee on the program for inspecting and monitoring the implementation of the Directive at all levels and in all sectors.

The Provincial Party Committee's Organization Department shall preside over and coordinate with relevant agencies and units to regularly monitor, urge, and guide the implementation of the Directive; periodically advise on preliminary and final reviews and report to the Provincial Party Standing Committee.
