Nghe An province supports and resolves the difficulties faced by entrepreneurs and businesses.

The responses and answers are becoming increasingly clear and specific.

Following recent briefings, meetings, and dialogues with the Provincial People's Committee regarding the Association of Businesses and Entrepreneurs , we have observed that, with the Provincial People's Committee's prompt and clear assignment of tasks after these briefings, the progress in resolving issues and addressing requests from the business community has become increasingly clearer. Issues that can be resolved are addressed and answered immediately, significantly reducing the unnecessary back-and-forth process of seeking opinions between relevant departments and agencies.

Specifically, for cases falling under the jurisdiction of departments, agencies, or district-level People's Committees, the Provincial People's Committee will request the relevant departments and agencies to respond through discussions and dialogues; if the case falls under the province's jurisdiction, the Provincial People's Committee will also propose and clearly assign which department or agency will take the lead and which will coordinate in advising the Provincial People's Committee on a solution; if the case exceeds the province's jurisdiction, it must seek opinions from central ministries and agencies.

A typical example is the proposal from Nghe An Infrastructure Development and Construction Investment Company Limited regarding the handover of infrastructure assets in Nam Cam Industrial Park. This issue has dragged on for many years, but recent working sessions have brought the matter to a clearer understanding. Based on advice from relevant departments and agencies, it is understood that Nghe An Infrastructure Development and Construction Investment Company Limited is not yet the investor for the construction and operation of infrastructure in Zone B as stipulated, and 26 out of 30 businesses disagree with the proposed operational plan if the company's assets are handed over. The Department of Finance has submitted a report to the Provincial People's Committee stating that there is insufficient basis to transfer the infrastructure assets. Based on this, the Provincial People's Committee has instructed the Department of Finance to advise and submit to the Provincial People's Committee a proposal for the handover of Nam Cam Industrial Park assets to the company when the conditions stipulated by regulations are met.

The second case concerns a request from Nghe An Petroleum Company regarding the connection for a petrol station project in Khai Son commune, Anh Son district. Based on the response from Road Management Area II, Ministry of Transport, dated September 18, 2023, the proposed location does not meet the minimum distance requirements stipulated in Circular No. 50/2015 and Circular No. 39/2021 of the Ministry of Transport. Based on this response, Nghe An Petroleum Company has withdrawn its request.

Conversely, regarding the proposal from Nghe An Bus Station Joint Stock Company concerning connection issues at the Southern Bus Station in Vinh City, the Provincial People's Committee stated: The Department of Transport has submitted a report to the Vietnam Road Administration on supplementing information on the connection point to National Highway 1, the Vinh City bypass section at Km22-900. The Department has coordinated with relevant units to conduct on-site inspections, reach consensus, and issue a document on supplementing the connection to the project. The Provincial People's Committee has sent Document No. 7393/UBND-CN to the Vietnam Road Administration to clarify some related issues; and at the same time requested the Bus Station Joint Stock Company, as the project investor, to coordinate with the Ministry of Transport and the Vietnam Road Administration to promptly issue a document to serve as a basis for the Provincial People's Committee to consider and decide on supplementing the connection point to National Highway 1, the Vinh City bypass.

These are just 3 of the 25 recommendations, including 16 from the previous period and 9 new ones, that the business community submitted to departments, agencies, and the Provincial People's Committee and have been clearly and promptly addressed, eliminating the need for businesses to wait. A representative from the Department of Planning and Investment stated: Of the 16 recommendations from the previous period, 13 have been resolved, and 3 are still under consideration; of the 9 new recommendations, 7 are being addressed, and the province has immediately responded to the 2 that could not be resolved.

Promoting the spirit of companionship and sharing.

Speaking at the dialogue session, Vice Chairman of the Provincial People's Committee Bui Thanh An also stated his view: In the current period, efforts to support and improve the business environment for enterprises need not only from the provincial Party committee and government but also require efforts and cooperation from businesses themselves to be effective and sustainable.

In reality, there are simple matters that fall within the province's jurisdiction, which the province can consider and resolve. However, there are also requests that exceed the province's authority, where legal regulations are lacking or unclear, and businesses must cooperate with the province; providing specific information and documents will allow the province to determine the appropriate course of action.

The area of ​​information that the province needs businesses and entrepreneurs to share concerns investment projects that essentially involve the acquisition of land assets through the process of equitization or enterprise transformation. According to regulations, although the land assets are acquired, the land use must comply with the approved equitization plan and intended use, and construction must adhere to the approved planning.

Regarding this issue, businesses have repeatedly raised it at previous meetings, but based on the responses from the Ministry of Natural Resources and Environment , the Nghe An Department of Natural Resources and Environment has advised the Provincial People's Committee to clarify to the businesses that this matter has been addressed by a Resolution issued by the Standing Committee of the National Assembly and does not permit misuse of the approved land.

Speaking at the meeting, Mr. Tran Anh Son, Chairman of the Provincial Association of Outstanding Businesses, said: In recent meetings, with the proactive and open approach of the Provincial People's Committee, the recommendations from the business community have become more practical, reflecting the pulse of the province's economy and investment environment.

In addition, there are obstacles surrounding access to loans to support investment in social housing projects; difficulties regarding standards and regulations for mineral exports; the investment process for infrastructure development areas, the exploitation of public land funds annually, and the distribution of revenue from land purchase deposits… These recommendations were raised by the Real Estate Association, the Association of Small and Medium Enterprises of Quy Hop District, and the People's Committee of Nghi Loc District. The Provincial People's Committee considers them reasonable and justified, and will therefore accept them and submit them to the Provincial People's Council for early amendment of Resolution 20 in the near future.

Concluding the meeting with provincial business associations and entrepreneurs, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that when departments and agencies submit documents seeking opinions from relevant ministries and agencies or advising the province, they must clearly state their viewpoints and proposed solutions based on the available documents and current situation. Businesses, after receiving responses and documents from the province, should also proactively follow the province's directives and timelines to promptly update information and provide feedback so that the Provincial People's Committee can follow up, instead of passively waiting...

Expressing strong agreement with the provincial leadership's directives, Mr. Tran Anh Son, Chairman of the Provincial Association of Outstanding Enterprises, also suggested that, to increase the proactive role of departments, agencies, and the province, new proposals should be compiled and categorized by business associations and entrepreneurs for processing. Urgent matters should be considered and resolved immediately by the province, while those within the province's jurisdiction but requiring time for consideration should be discussed and addressed at the next meeting.

It is believed that, with the above approach, the effectiveness of the province's meetings and dialogues with communities and business associations will be higher; and the sharing and interaction between the provincial Party committee, government and businesses will become increasingly strong.

According to the Provincial Tax Department, as of June 2023, the province had over 14,600 active businesses generating tax revenue; on average, these businesses contribute nearly 38% of the province's GRDP annually and approximately 67-68% of the total annual budget revenue; they also create jobs for over 230,000 workers throughout the province.
