Nghe An province will issue regulations on the organization and operation of the One-Stop Service Centers at all levels within the province.

In implementing Government Decree No. 61/2018/ND-CP on the implementation of the one-stop and integrated one-stop mechanisms in resolving administrative procedures, the People's Committee of Nghe An province has issued regulations on the organization and operation of the Provincial Public Administrative Service Center; the People's Committees at the district and commune levels have issued regulations on the organization and operation of the One-Stop Service Departments at their respective levels and organized their implementation.

However, during the implementation process, some shortcomings arose, such as: Some units and localities developed and issued regulations on the organization and operation of the One-Stop Service Center with rudimentary content, failing to fully cover the organization and operation of the One-Stop Service Center as stipulated by current laws; and failing to update current regulations, resulting in the issuance of regulations on the organization and operation of the One-Stop Service Center still being based on outdated regulations that are no longer in effect.

The regulations regarding the working hours of the One-Stop Service Center are inconsistent and do not facilitate the reception and processing of administrative procedures to meet the requirements of organizations and individuals, nor do they ensure regularity and continuity (some units and localities only allow the reception and processing of administrative procedures on certain days of the week or only on afternoons)... leading to the development and promulgation of the Regulations on the organization and operation of the One-Stop Service Center being merely a formality, failing to maximize its effectiveness and efficiency in state administrative management.

Therefore, in order to facilitate and enhance the effectiveness and efficiency of state management in implementing the one-stop and integrated one-stop mechanisms in the province, the Office of the People's Committee of Nghe An province submits to the Provincial People's Committee a draft Decision promulgating the Regulations on the organization and operation of the One-Stop Service Departments at all levels in Nghe An province. This serves as a legal basis for units and localities to issue regulations on the organization and operation of the One-Stop Service Departments, ensuring uniformity and compliance with current legal regulations.

Accordingly, the draft regulations stipulate the scope of application, subjects of application, and principles for implementing the one-stop shop and integrated one-stop shop mechanisms.

This regulation specifies the organization, functions, duties, and powers of the One-Stop Service Centers at all levels; the responsibilities and standards of officials and employees working at the One-Stop Service Centers at all levels; the arrangement of offices, equipment, and working hours of the One-Stop Service Centers; and the mechanism for assigning the provision of public postal services to enterprises.

The process for implementing the one-stop shop and integrated one-stop shop mechanism in receiving and resolving administrative procedures at the One-Stop Shop at all levels includes key aspects such as the methods of receiving, circulating, coordinating, resolving, and returning results of administrative procedures, supplementing documents, and apologizing to individuals and organizations.

This regulation specifies the responsibilities of agencies, units, and localities in implementing the Regulation.

Currently, the draft is being reviewed before further additions, refinements, and official issuance.
