Nghe An will issue the Regulations on organization and operation of One-Stop Departments at all levels in the province.

Implementing Decree No. 61/2018/ND-CP of the Government on implementing the one-stop shop and inter-connected one-stop shop mechanism in handling administrative procedures, the People's Committee of Nghe An province has issued the Regulations on organization and operation of the Provincial Public Administration Service Center; the People's Committees of districts and communes have issued the Regulations on organization and operation of the One-stop Shop at the same level and organized the implementation.

However, in the process of implementation, some shortcomings arose such as: Some units and localities developed and promulgated the Regulations on organization and operation of the One-Stop-Shop, the content of which was still sketchy, not covering all the content on organization and operation of the One-Stop-Shop according to current law provisions; current regulations have not been updated, so the promulgation of the Regulations on organization and operation of the One-Stop-Shop is still implemented according to old regulations that have expired.

The regulations on working hours of the One-Stop Section are not unified and do not create favorable conditions for receiving and handling administrative procedures to meet the requirements of organizations and individuals and ensure regularity and continuity (some units and localities only receive and handle administrative procedures on certain days of the week or only receive and handle administrative procedures in the afternoons of every day of the week)... leading to the development and promulgation of the Regulations on organization and operation of the One-Stop Section being only a formality, not promoting the effectiveness and efficiency in state administrative management activities.

Therefore, in order to facilitate and improve the effectiveness and efficiency of state management in implementing the one-stop shop and inter-connected one-stop shop mechanisms in the province, the Office of the People's Committee of Nghe An province submits to the Provincial People's Committee a draft Decision promulgating the Regulations on organization and operation of the One-stop Shop at all levels in Nghe An province as a legal basis for units and localities to promulgate the Regulations on organization and operation of the One-stop Shop to ensure consistency, which is necessary and in accordance with current legal provisions.

Accordingly, the draft Regulation stipulates the contents on the scope of regulation, applicable subjects, and principles of implementing the one-stop and inter-connected one-stop mechanisms.

Regulations on the organization, functions, tasks and powers of the One-Stop-Shop Departments at all levels; responsibilities and standards of cadres, civil servants and public employees working at the One-Stop-Shop Departments at all levels; arrangement of headquarters, equipment, working hours of the One-Stop-Shop Departments and the mechanism for assigning enterprises to provide public postal services (BCCI).

Procedures for implementing the one-stop shop and inter-connected one-stop shop mechanism in receiving and handling administrative procedures at the One-stop Shop Departments at all levels; including main contents such as methods of receiving, transferring, coordinating, handling and returning results of administrative procedures, supplementing documents, apologizing to individuals and organizations.

Prescribe the responsibilities of agencies, units and localities in implementing the Regulations.

Currently, the draft is being consulted before being supplemented, completed and issued.
