* On the afternoon of September 29th, in Vinh City, the Standing Committee of the Nghe An Provincial People's Council held its regular monthly meeting for September 2023. Comrade Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies - presided over the meeting.
At the working session, the Standing Committee of the Provincial People's Council gave its opinion on the preparations for the October 2023 explanatory session.
Based on the review of issues raised in the Provincial People's Council's questioning sessions, the explanations provided by the Standing Committee of the Provincial People's Council; the supervision and surveys conducted by the Provincial People's Council, its Standing Committee, and its Committees from the beginning of the 2021-2026 term to the present; and the compilation of proposals from the Committees, Delegation Groups, and individual members of the Provincial People's Council regarding explanations and questions in 2022 and the first six months of 2023, the Standing Committee of the Provincial People's Council unanimously selected the issue of the implementation of projects related to addressing the shortage of residential land, housing, production land, and clean water under the National Target Program for socio -economic development in ethnic minority and mountainous areas for the period 2021-2030 to hold an explanation session...

* Also at this session, the Standing Committee of the Provincial People's Council agreed to hold the 16th Session (Special Session) on the afternoon of October 27, 2023, to conduct a vote of confidence for those holding positions elected by the Provincial People's Council, including: the Chairman of the Provincial People's Council, the Vice-Chairmen of the Provincial People's Council, the Heads of the Committees of the Provincial People's Council, the Chairman of the Provincial People's Committee, the Vice-Chairmen of the Provincial People's Committee, and the members of the Provincial People's Committee elected by the Provincial People's Council before January 1, 2023, totaling 30 people.

* On the morning of September 29th, in Vinh City, the Standing Committee of the Provincial Party Committee held a meeting of the Internal Affairs sector for September 2023. * Regarding the activities of elected representatives, on the morning of September 29th, the Provincial National Assembly Delegation met with voters in Nghia Hung commune, Nghia Dan district, before the 6th Session of the 15th National Assembly.
At the conference, voters submitted 18 opinions and suggestions, covering various issues related to transportation infrastructure, policies, and job creation.
At the conference, many voters also suggested the need for openness and transparency in land procedures, and that land administration officials should provide clear guidance to the people to prevent brokers from exploiting and harassing people. In addition, voters also wanted a clearer explanation of the amended Land Law and its application to each locality.

* On the morning of September 29th, under the chairmanship of Comrade Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee organized a conference to provide feedback on the draft regulations on speaking to and providing information to the press and handling information published and broadcast in the press, as well as information reflected on social media by state administrative agencies in the province. Attending the conference were representatives from provincial departments, agencies, and districts, cities, and towns.
The draft regulations consist of 4 chapters and 16 articles, an increase of 1 chapter and 7 articles compared to Decision 62/2013/QD-UBND of the People's Committee of Nghe An province promulgating regulations on speaking, providing, publishing, broadcasting and handling information in the press within Nghe An province.

* Following recent heavy rains that caused flooding and landslides, many roads in Quy Chau district have been cut off, and many households are isolated. Currently, the Quy Chau district government is mobilizing forces and equipment to temporarily repair landslides and damaged infrastructure, ensuring traffic and safety for the people after the floodwaters recede.

* In this context, on the morning of September 29th, the People's Committee of Nghe An province issued Official Dispatch 28/CD-UBND directing concentrated response and khắc phục hậu quả (mitigation of consequences) of floods and heavy rains, with particular emphasis: No one should go hungry; no deaths should occur.
The Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense; Directors of Departments; Heads of agencies and organizations; Chairmen of People's Committees of districts, cities and towns not to be negligent, complacent, or lose vigilance, but to focus on leadership and direction, proactively and urgently directing the effective implementation of response and rapid khắc phục of the consequences of floods and heavy rains according to the "4 on-the-spot" principle.

* To support local people in overcoming the consequences of the floods, on the morning of September 29th, the Department of Education and Training, in coordination with the Education Sector Trade Union, the Provincial Association for the Promotion of Learning, and the Joint Stock Company for School Books and Equipment, visited and provided assistance to schools and students in Quy Chau district.

* In another development, after more than a day of searching for a man who went missing in the floods in Chau Tien commune (Quy Chau district), authorities and local people found his body in a field near his home.
According to information from the Chau Tien commune authorities (Quy Chau district), Mr. Lu Van Khuyen, residing in Hoa Tien 1 village, Chau Tien commune, went missing at 4:00 AM on September 28th. His body was found at 12:00 PM on September 29th.
The body was discovered by local residents in a field in Chau Tien commune, quite close to Hoa Tien 1 village. The location where the body was found is not far from where, on the night of September 27th, authorities in Chau Tien commune last met Mr. Khuyen before he went missing.
