Previously, the Village Cultural House (Son Ha Commune, Quan Son District) was in a state of disrepair, with no playground for children and no place for adults to live. However, the appearance of the Village has now changed. Thanks to local funding and the 250 million VND support from Military Region 4, along with 800 working days of officers and soldiers of the Thanh Hoa Provincial Military Command, a spacious and modern cultural and sports area has been built. Every morning and late afternoon, villagers come together to play, exercise, and participate in community activities in a bustling and joyful atmosphere. Comrade Luong Van Nhien, Secretary of the Village Party Cell, was moved to say: “Thank you to the soldiers for helping to build this meaningful military-civilian project. Thanks to that, people have a place to play, participate in community activities, and their cultural, spiritual and health life is increasingly improved.”

The story of Lang village is not an isolated one. Over the past 5 years, in all the disadvantaged communes, mountainous areas, remote areas of Thanh Hoa province, the provincial armed forces have contributed nearly 3,000 working days and more than 1.5 billion VND to carry out practical projects such as: "Self-managed schoolyard", "Military-civilian solidarity cultural house", "School for children", "Military-civilian road", "Military-civilian clean water"... contributing to improving people's lives, helping students go to school.
Comrade Nguyen Van Binh, Deputy Head of the Propaganda and Mass Mobilization Department of Thanh Hoa Provincial Party Committee said: “We highly appreciate the “Skilled Mass Mobilization” models coordinated by the armed forces in the province, especially in extremely disadvantaged communes. These models are not simply mass activities but have truly gone into depth, bringing practical effects and profound significance to the development of the locality and the lives of the people. We believe that these models will continue to be replicated, making an important contribution to the sustainable development of the locality and strengthening the people's trust in the provincial armed forces.” Through research, we learned that from the beginning of 2024 until now, the Thanh Hoa Provincial Military has donated and supported more than 4.5 billion VND, participated in the construction of 10 "Comrades' Houses", 85 "Houses of Gratitude", and coordinated the construction of 791 "Great Solidarity Houses" to help policy beneficiaries and the poor in border areas have stable housing.
The story of Mr. Vi Van Toi's family, a Thai ethnic in Sang village (Thien Phu commune, Quan Hoa district) is a touching example. His family's dilapidated, run-down house has always been at risk of collapsing in heavy rain and strong winds. However, thanks to the Provincial Military Command's survey and proposal to the Ministry of National Defense for timely support of 80 million VND, along with local funds and the days of charity of officers, soldiers, militia and people, Mr. Toi has a new house. In his emotion at the inauguration ceremony, Mr. Toi expressed: "Thank you to the locality, neighbors and soldiers. Thanks to everyone's help, my family has a new, spacious house. Before, the house was very dilapidated, and every time there was a storm, the whole family was worried. Now we are at ease."
With a high sense of responsibility, officers and soldiers of the Thanh Hoa Provincial Armed Forces have carried out many practical activities to support the people. Notably, the Provincial Armed Forces contributed more than 2.8 billion VND to the "Fund for the Poor"; coordinated the implementation of agricultural and forestry extension models, helping 520 households escape poverty; adopted and sponsored 128 disadvantaged students with a total cost of 1.1 billion VND and supported 14 Vietnamese Heroic Mothers. In the construction of new rural areas, the army contributed more than 20,000 working days, supported 705 tons of cement, 10,203m³ of stone and sand, helped localities to renew and repair 225km of inter-village roads, more than 116km of intra-field canals, renovate 35 village and hamlet cultural houses... contributing to renewing and upgrading local infrastructure.
Colonel Nguyen Phi Hoa, Head of the Mass Mobilization Department (Political Department, Military Region 4) emphasized: “The practical effectiveness of the emulation movements of "Skilled Mass Mobilization" and building "Good Mass Mobilization Units" in the period of 2021-2025 of the Thanh Hoa Provincial Military Command has made an important contribution to consolidating the close-knit relationship between the army and the people, building a solid "people's heart position"; at the same time, actively contributing to socio-economic development, helping the locality maintain political security, order, social safety, and repelling complicated issues such as illegal proselytizing, free migration, social evils and bad customs. These results are not only the pride of the provincial military but also vivid evidence of the noble qualities of Uncle Ho's soldiers in the new era".
