Previously, the village cultural center (Son Ha commune, Quan Son district) was dilapidated, leaving children without a playground and adults without a place for activities. However, the village has now transformed. Thanks to local funding and 250 million VND from the 4th Military Region, along with 800 man-days of labor from officers and soldiers of the Thanh Hoa Provincial Military Command, a spacious and modern cultural and sports complex has been built. Every morning and evening, villagers gather to play, exercise, and participate in lively community activities. Comrade Luong Van Nhien, Secretary of the Lang Village Party Branch, emotionally stated: “Thank you to the soldiers for helping to build this meaningful military-civilian project. Thanks to it, the people have a place for recreation and community activities, and their cultural, spiritual, and health lives are increasingly improving.”

The story of the village is not unique. Over the past five years, throughout the difficult, mountainous, and remote areas of Thanh Hoa province, the provincial armed forces have contributed nearly 3,000 man-days of labor and more than 1.5 billion VND to implement practical projects such as: "Self-managed schoolyards," "Military-civilian solidarity cultural centers," "Schools for children," "Military-civilian roads," "Military-civilian clean water,"... contributing to improving people's lives and helping students continue their education.

Comrade Nguyen Van Binh, Deputy Head of the Propaganda and Mass Mobilization Department of the Thanh Hoa Provincial Party Committee, said: “We highly appreciate the ‘Effective Mass Mobilization’ models implemented by the armed forces in coordination with other agencies in the province, especially in particularly difficult communes. These models are not merely movement-based activities but have truly gone into depth, bringing practical effectiveness and profound meaning to the development of the locality and the lives of the people. We believe that these models will continue to be replicated, making an important contribution to the sustainable development of the locality and strengthening the people's trust and affection for the provincial armed forces.” Through our research, we learned that from the beginning of 2024 to the present, the armed forces of Thanh Hoa province have donated and contributed more than 4.5 billion VND, participating in the construction of 10 "Comrade Houses," 85 "Houses of Compassion," and coordinating the construction of 791 "Houses of Great Solidarity" to help policy beneficiaries and poor people in border areas have stable housing.

The story of Mr. Vi Van Toi's family, a Thai ethnic minority member from Sang village (Thien Phu commune, Quan Hoa district), is a touching example. Their dilapidated house, which they had lived in for a long time, was always at risk of collapsing during heavy rain and strong winds. But thanks to the Provincial Military Command's survey and timely proposal to the Ministry of National Defense for support of 80 million VND, along with local funds and the selfless labor of officers, soldiers, militia, and local people, Mr. Toi now has a new house. In his emotional moment at the inauguration ceremony, Mr. Toi expressed: "Thank you to the local authorities, neighbors, and the soldiers. Thanks to everyone's help, my family now has a spacious new house. Before, the house was very dilapidated, and every time it rained or stormed, the whole family worried. Now we can rest assured."

With a high sense of responsibility, officers and soldiers of the Thanh Hoa Provincial Armed Forces have implemented many practical activities to support the people. Notably, the provincial armed forces contributed over 2.8 billion VND to the "Fund for the Poor"; coordinated the implementation of agricultural and forestry extension models, helping 520 households escape poverty; sponsored and supported 128 disadvantaged students with a total cost of 1.1 billion VND; and provided care for 14 Vietnamese Heroic Mothers. In the construction of new rural areas, the troops contributed over 20,000 man-days of labor, donated 705 tons of cement, 10,203 m³ of stone and sand, helping localities build and repair 225 km of inter-village roads, over 116 km of irrigation canals, and renovate 35 village cultural houses... contributing to the renovation and upgrading of local infrastructure.

Colonel Nguyen Phi Hoa, Head of the People's Mobilization Department (Political Department, Military Region 4), emphasized: “The practical effectiveness of the emulation movements "Skilled People's Mobilization" and the building of "Good People's Mobilization Units" in the 2021-2025 period of the Thanh Hoa Provincial Military Command has made a significant contribution to consolidating the close-knit relationship between the military and the people, building a solid "people's support" base; and at the same time, actively contributing to socio-economic development, helping the locality maintain political security, social order and safety, and push back complex issues such as illegal proselytization, free migration, social evils and outdated customs. These results are not only a source of pride for the provincial armed forces but also a vivid testament to the noble qualities of Uncle Ho's soldiers in the new era.”
