In preparation for the new school year 2025-2026, the Department of Education and Training of Ho Chi Minh City has issued important directives to ensure a fair and transparent educational environment. The Department requires educational institutions in the city to strictly prohibit forcing students to buy or make uniforms and to publicly disclose revenues and expenditures from the beginning of the school year.

Accordingly, the opening ceremony of the 2025-2026 school year will be held from 8:00 to 9:30 on September 5, 2025 at educational institutions in the city. The opening ceremony will be held simultaneously and broadcast live on the national opening ceremony program. The Department requires educational units to prepare facilities and equipment to ensure image and sound quality, especially for cases of organizing outdoor opening ceremonies such as for preschool children.

The Ho Chi Minh City Department of Education and Training requires leaders of educational units to direct the stabilization of learning order immediately after the opening ceremony, and organize activities at the beginning of the school year appropriate to the age and actual conditions of the school.

From 8:00 a.m. to 9:30 a.m., all delegates, teachers, and students fully participated in the program organized by the Ministry of Education and Training (including performing the flag-raising ceremony, singing the National Anthem at the same time as the flag-raising ceremony at the National Convention Center; listening to the speech of General Secretary To Lam...).

For newly built schools, the inauguration ceremony will be held on September 5, 2025. The opening ceremony will not be held at the same time as the inauguration ceremony, and students will not be mobilized to attend the inauguration ceremony.

Schools need to organize widespread and transparent communication about the number of students/class, study time, school year plan and educational program; propagate and disseminate regulations and rules on testing and evaluation.

The Department of Education and Training also requires schools to be transparent about their revenues and expenditures from the beginning of the school year. Schools must publicize their revenues to students, ensuring that there are no unreasonable fees, including financial and physical management. Schools also need to review learning conditions, ensuring a safe, healthy, and friendly educational environment; "green, clean, beautiful, safe, healthy, and friendly"; paying attention to toilets and preventing injuries and school violence.

Schools need to support students from poor, near-poor, and disadvantaged households; ensure that there is no shortage of textbooks. It is strictly forbidden to force students to make or buy uniforms. Schools are only allowed to prescribe uniform designs so that parents can freely choose and equip their children, avoiding unnecessary waste.
